Regular Council Meeting <br />January 22, 2024 <br />Page 6 <br />Pastor Chad McQueen addressed the City Council. He said he had lived on the property since <br />1996 and had no idea that it was annexed until the church recently purchased a building they <br />were going to put on the property, and were informed they had to first obtain a city permit. He <br />also said that when there was an accident on the road to the property, the police were called but <br />turned it over to the Sheriff s Department because they said the property was in the county. <br />A Motion to initiate the proceeds to disannex the property was made by Mayor Pro -Tem <br />Pankaj and seconded by Council Member Moore. Motion carried, 5 ayes — 0 nays. <br />24. Receive a presentation about temporary placement of flags at the Paris Historic <br />Downtown Plaza during the month of February honoring Black History Month; and <br />provide direction to staff. <br />Paris Police Department Community Outreach Coordinator Kimmie Snowton explained <br />that every February, the United States celebrates the achievement and history of African <br />Americans as part of Black History Month. In preparation for the upcoming Black History <br />month, he said the police department and NAACP sought the Council's approval for temporary <br />placement of eight flags at the Paris Historic Downtown Plaza, that four flags would be placed <br />for two weeks followed by four new flags for the remaining two weeks of February. Mr. <br />Snowton said these flags would be used to provide a brief recognition of eight local individuals <br />who had played a positive and key role for African Americans in Paris. <br />It was a consensus of City Council to move forward with temporary placement of the <br />flags. <br />25. Consider adoption of RESOLUTION NO. 2024-010 A RESOLUTION DIRECTING <br />PUBLICATION OF NOTICE OF INTENTION TO ISSUE CERTIFICATES OF <br />OBLIGATION; AND RESOLVING OTHER MATTERS RELATING TO THE <br />SUBJECT. <br />Finance Director Gene Anderson said construction was ongoing and substantial <br />completion of Phase I was scheduled for December 2024. He also said the City would soon need <br />to receive bids on Phase 2 of the project, and the City must have the funds on hand to move <br />forward with the project. Mr. Anderson said issuance of the certificates of obligation were <br />needed to finance construction of the wastewater treatment plant. Mark McLiney of SAMCO <br />presented City Council with a timeline. <br />A Motion to approve this item was made by Council Member Kessel and seconded by <br />Council Member Pilgrim. Motion carried, 5 ayes — 0 nays. <br />26. Discuss and act on RESOLUTION NO. 2024-011: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AN AMENDMENT TO <br />THE MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF PARIS <br />AND THE RAM FOUNDATION DATED DECEMBER 15, 2021 RELATING TO <br />DONATE FUNDS AND AUTHORIZING THE CITY MANAGER TO EXECUTE <br />
