Regular Council Meeting <br />September 23, 2024 <br />Page 3 <br />Regular Agenda <br />16. Receive a presentation from CARDS about the solid waste collection process and <br />progress. <br />Jason Fitzgerald of CARDS gave an update on the roll out of the trash carts and <br />dumpsters. He said there were a lot more carts and dumpsters needed than was the original <br />number. Mr. Fitzgerald answered questions from the City Council. Mayor Pankaj said Council <br />had gotten a lot of phone calls and e-mails about their service. In addition, he said Council <br />should not have to learn from social media when citizens on a street did not get their trash picked <br />up, and that they needed better communication. Mayor Pankaj said he wanted the Council to <br />receive weekly reports from CARDS. Mayor Pankaj also said he wanted Public Information <br />Officer Jon McFadden to be the point of contact. Council Member Moore said as a business <br />owner, she had experienced a problem at her business, she called CARDS and it was taken care <br />of it, and she wanted to give a kudos to CARDS. <br />17. Discuss and act on RESOLUTION NO. 2024-042: A RESOLUTION OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND AUTHORIZING <br />AN AMENDMENT TO A TAX ABATEMENT AGREEMENT BETWEEN THE CITY <br />OF PARIS AND LIONSHEAD PARIS, LLC; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE <br />DATE. <br />PEDC Director Maureen Hammond said last month in executive session they talked <br />about amending this agreement to extend the completion deadline from December 31, 2023 to <br />December 31, 2024. <br />A Motion to approve this item was made by Council Member Ellis and seconded by <br />Council Member Kessel. Motion carried, 5 ayes — 0 nays. <br />18. Discuss and act on ORDINANCE NO. 2024-033: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS AMENDING DIVISION 2, <br />"PLANNING AND ZONING COMMISSION," OF CHAPTER 2 OF THE CODE OF <br />ORDINANCES OF THE CITY OF PARIS, TEXAS TO FORMALLY REDUCE THE <br />NUMBER OF MEMBERS FROM NINE (9) TO SEVEN (7) TO CONFORM WITH <br />CURRENT PRACTICE AND ADJUSTING THE NUMBER OF MEMBERS <br />REQUIRED TO MAKE A QUORUM ACCORDINGLY; MAKING OTHER <br />FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A <br />REPEALER CLAUSE, A SEVERABILITY CLAUSE AND A SAVINGS CLAUSE; <br />AND DECLARING AN EFFECTIVE DATE. <br />City Attorney Stephanie Harris said sometime between 1999 and 2000, City Council <br />decided to reduce the number of commissioners from nine to seven; however, did not formally <br />make the change with an Ordinance. She recommended they adopt an amendment to reflect the <br />number of commission from nine to seven and reduce the number of members needed for a <br />quorum from five to four. <br />
