Discuss and act on an agreement with LT Wings for construction of an access road, to be <br />funded by LT Wings, LLC; and authorize the Interim City Manager to execute all <br />necessary documents. <br />Airport Manager Paul Strahan reported that LT Wings, LLC was proposing the <br />construction of multiple private hangars at Cox Field Airport but prior to construction of these <br />hangars, it was necessary to have an access road built. Mr. Strahan said LT Wings, LLC was <br />willing to cover the entire cost of this project and building necessary access roads, in order to be <br />able to construct nine private hangars. Mr. Strahan said City Staff would be utilized to install <br />utility lines and fire hydrants, and this project would generate future revenue for the airport with <br />ground leases and potential fuel sales. <br />A Motion to approve this item was made by Council Member Kessel and seconded by <br />Council Member Ellis. Discuss and act on ORDINANCE NO. 2024-034: AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING A NEGOTIATED <br />SETTLEMENT BETWEEN THE ATMOS CITIES STEERING COMMITTEE <br />("ACSC") AND ATMOS ENERGY CORP., MID-TEX DIVISION REGARDING THE <br />COMPANY'S 2024 RATE REVIEW MECHANISM FILING; DECLARING <br />EXISTING RATES TO BE UNREASONABLE; ADOPTING TARIFFS THAT <br />REFLECT RATE ADJUSTMENTS CONSISTENT WITH THE NEGOTIATED <br />SETTLEMENT; FINDING THE RATES TO BE SET BY THE ATTACHED <br />SETTLEMENT TARIFFS TO BE JUST AND REASONABLE AND IN THE PUBLIC <br />INTEREST; APPROVING AN ATTACHMENT ESTABLISHING A BENCHMARK <br />FOR PENSIONS AND RETIREE MEDICAL BENEFITS; REQUIRING THE <br />COMPANY TO REIMBURSE ACSC'S REASONABLE RATEMAKING EXPENSES; <br />DETERMINING THAT THIS ORDINANCE WAS PASSED IN ACCORDANCE <br />WITH THE REQUIREMENTS OF THE TEXAS OPEN MEETINGS ACT; <br />ADOPTING A SAVINGS CLAUSE; DECLARING AN EFFECTIVE DATE; AND <br />REQUIRING DELIVERY OF THIS ORDINANCE TO THE COMPANY AND THE <br />ACSC'S LEGAL COUNSEL. <br />Finance Director Gene Anderson said Atmos made a rate filing requesting $196.8 million <br />dollars in additional revenues from its customers system wide. He also said the rate increase <br />request was reviewed by consultants for the Atmos Cities Steering Committee (ACSC) of which <br />Paris was a member. He reported the City must act by September 30, 2024. Mr. Anderson <br />explained the Ordinance reflected the negotiated rates would increase the average residential <br />customer $5.52 per month, and would have minimal impact on the City budget. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Moore.
