to a Heavy Industrial District (141), in the City of Paris, Block 297, Lots 1 A, 1-2-3-4 and 15, <br />LCAD 59490, 53676, 53597, located at 1540-1590 NW Loop 286 and unaddressed vacant lot. <br />Osei Amo-Mensah states that applicant is requesting a zoning change of three separate <br />lots. The proposed use of the lots is to construct offices, trucking maintenance, trucking <br />storage and warehouse. Projected future development may be a concrete batching plant. <br />The property is being re -guided by the previous action for the future land use map in <br />support of this zoning change. Good access and connection to utilities are available at this <br />location. Heavy Industrial development in this location will provide conformity and will <br />serve the immediate and long-term needs of the vicinity. However, an appropriate buffer <br />must be provided when needed to minimize the incompatible uses for that portion of <br />residential zoning northwest of the property. Staff recommends approval of rezoning with <br />the condition of an appropriate buffer be provided when needed to the northwest portion <br />of adjacent residential zoning to minimize incompatible uses. <br />The public hearing was declared open. Conduct a public hearing to consider and take action regarding the petition of the City of <br />Paris for a zoning ordinance amendment as to the zoning classification for a new and <br />unlisted use described as a Recycling Transfer Station consistent with Resolution No. <br />2015-009. <br />Osei Amo-Mensah states in 2015 the City Council passed a resolution regarding a <br />recycling transfer station. However, an omission occurred in the process and an ordinance <br />was not prepared and brought forward to establish the ordinance. This item is being <br />brought before the commission to act on the 2015 direction of City Council and to add <br />the use and proper definition to the zoning ordinance. Staff recommends approval of a <br />text amendment for the use and definition for a Recycling Transfer Station to the Zoning <br />Ordinance Section 8 Use of Land and Buildings. <br />The public hearing was declared open.
