RFP for Management Services <br />The City of Paris is seeking proposals from competent service provider(s) to assist with pre -award and post -award <br />management in support of eligible mitigation activities (see Section II) if funded under one or more of the following <br />programs: <br />o Hazard Mitigation Grant Program (HMGP) <br />o Building Resilient Infrastructure and Communities Grant Program (ERIC) <br />o Flood Mitigation Assistance Grant Program (FMA) <br />o Other related mitigation funding sources, if not separately procured <br />The following outlines the request for proposals. Note, "application" and "award" in this RFP refer to a subapplication <br />submitted to the funding agency and a subaward granted by the funding agency. Any work done prior to the award of a <br />Management Services Agreement is considered "at risk" and Entity is under no obligation to fund or pay for such work. <br />1. Scone of Work–The service provider(s) is to provide application and contract -related management services including <br />but not limited to the following areas: <br />a. Mitigation Projects—Construction (other than Property Acquisition/Structure Demolition, Structure Elevation, <br />and Reconstruction) <br />Pre -Award* --(se rvic es associated with developing and requesting funding assistance), including: <br />• Application Development assistance including Scope of Work (SOW), budget, and schedule <br />• Coordinate Responses to funding agency requests for information (RFI) <br />• Provide assistance regarding feasibility and effectiveness <br />• Advise engineer and/or local staff with Benefit Cost Analysis (BCA) development <br />• Gather preliminary Environmental and Historic Preservation Review (EHP) data <br />• Workshops and meetings related to the development and submission of the application <br />• Public outreach, if applicable (e.g. advertising, public meetings) <br />• Such other work as may reasonably be associated with pre -award support of Mitigation Projects <br />Mwa,nmaemsn„Actiytie,s-(services associated with administering funding assistance), including but not limited to: <br />• Record keeping and financial management <br />• Geocoding mitigation projects identified for further review by funding agency <br />• Delivery of technical assistance (e.g., plan reviews, BCA reviews, EHP data gathering, appraisal coordination, <br />outreach, training) to support the implementation of mitigation activities <br />• Managing awards (e.g., quarterly reporting, reimbursement requests, closeout) <br />• Technical monitoring (e.g., site visits, technical meetings) <br />• Project Monitoring: monitor and evaluate the progressof the mitigation activity in accordance with the approved <br />SOW and budget, administrative requirements of 2 CFR Part 200, applicable State requirements <br />• Such other work as may reasonably be associated with Management Activities in support of Mitigation Projects <br />• Project closeout in accordance with 2 CFR Sections 200.344. The project file should document that: <br />o The approved SOW was fully implemented <br />o All obligated funds were liquidated and in a manner consistent with the approved SOW <br />o All EHP compliance grant conditions were implemented and documented as required <br />o The projectwas implemented in a manner consistent with the Federal award orsubaward agreement <br />o The pass-through entity submitted the required quarterly financial and performance reports <br />o The Federal award and subaward were closed out in accordance with the provisions outlined in Part <br />VI, E and F (subaward and Federal award closeout) <br />*Pre -Award costs to bereimbursed by FEMA must havebeen incurred after the date of declaration (HMGP) orgrant opening <br />announcement. (BRiC) and FMA pre -award costs directly related to developing the ERIC grant Application orsubopplication <br />that are incurred prior to the date of the grant award are allowed subject to FEMA approval of time of award. All programs <br />- Pre -award management costs count towards the limit for subrecipient management costs. Pre -award costs must be <br />identified as separate line items in the cost estimate of the application. Costs associated with implementation of the activity <br />2 <br />
