Pre -award costs are reimbursed when the project is approved and funded. <br />Note, Projects with specialized or complex technical information such as a drainage project may include two phases. Phase <br />1 will be for developing Hydrologic and Hydraulics Studies, feasibility studies, final engineering design and other technical <br />studies. After Phase 1 deliverables have been developed and analyzed, a new BCA will be performed and any necessary <br />changes will be made in the Scope of Work and Budget When Phase 1 deliverables have been approved by TDEM and <br />FEMA, the balance of Management Activities outlined above will be followed. <br />b. Mitigation Projects—Property Acquisition/Structure Demolition, Structure Elevation, and Reconstruction <br />Pre -Award*— (services associated with developing and requesting funding assistance) The service provider(s) will be <br />responsible for meeting the requirements and timeframes in 44 CFR Section 80.13 and for providing the information <br />that is necessary for the Entity, State, and FEMA to determine the eligibility of the project as described in the <br />subapplication requirements. The subapplication must contain propertyand project information, including the project <br />description and Environmental Planning and Historic Preservation (EHP) information. FEMA may request additional <br />information after the subapplication has been submitted to ensure that all necessary information is received. Services <br />include: <br />• Application Development and Submission — basic project information gathering (identifying latitude/longitude for <br />each location, obtaining signed Voluntary Participation Agreement (VPA) forms, obtaining signed Duplication of <br />Benefits Affidavit, photos for each location from all four sides, photos of outbuildings ofpropertiesto be acquired, <br />maps for each location); hazard information gathering; property inventory; alternative solution developments <br />basic property appraisal determinations; developing project scope of work, cost estimates and schedules <br />• Act as liaison between State, FEMA, contractors and project engineer <br />• Provide advice regarding feasibility and effectiveness <br />• Conduct a Benefit -Cost Analysis (BCA)* * or cost effectiveness review <br />• Gather preliminary Environmental and Historic Preservation Review (EHP) data <br />• Workshops and meetings related to the development and submission of the application <br />• Public outreach (e.g. advertising, neighborhood meetings, household meetings, virtual meetings) <br />• Initial structure elevation for elevations and reconstructions <br />• Such other work as may reasonably be associated with pre -award support of Mitigation Projects <br />Management Activities — (services associated with administering funding assistance), including but not limited to: <br />• Coordinate title clearance <br />• Coordinate and document the Statement of Voluntary Participation <br />• Coordinate Final Mitigation Offer: inform each property owner in writing of the market value (pre -event or <br />current) of the property and the method used to determine the final Mitigation Offer. <br />• Verify that all required subaward activities have been accomplished in accordance with all programmatic guidance <br />and proper grants management practices and 44 CFR Section 80.21, that all properties identified in the <br />subapplication have been acquired, and that the Model Deed Restriction language was recorded with each <br />corresponding deed. <br />• The successful respondent(s) shall provide the following property information: <br />o A photograph of the property site after project implementation <br />o A copy of the recorded deed and attached deed restrictions for each property <br />o Latitude and longitude coordinates of the property, if not already gathered under the Pre -Award <br />activity <br />A signed Statement of Voluntary Participation from the owner of each property identified in the <br />subaward SOW (refer to Addendum Part A.6.5.1- Hazard Mitigation Assistance Guidance <br />Addendum), if not already gathered under the Pre -Award activity <br />For each property identified in the FEMA Repetitive Loss database, a completed FEMA Form AW -501 <br />documenting the completion of mitigation on the repetitive loss property is required. <br />Final Elevation Certificate for elevations and reconstructions <br />Record keeping and financial management <br />Geocoding mitigation projects identified for further review by FEMA <br />
