Building and Standards Meeting <br />July 21, 2025 <br />Page 3 <br />D. 306 SW 7th; City of Paris, Block 13 1, Lot 13 <br />Owner: Fadel Homes LLC; 2416 Creekeove Dr, Plano, TX 75074 <br />Robert Talley stated the structure had recently caught fire which caused smoke <br />damage, electrical damage, and roof damage on the rear side of the structure. <br />Robert Talley's recommendation: Declare a nuisance, repair within 90 days, <br />or this will be brought back to the commission. <br />Motion made by Chris Dux, seconded by Alexander Moore, to follow staff <br />recommendation. Motion carried unanimously. 5-0 <br />E. 1118 Fitzhugh; Fitzhugh Addition, Block 1, Lot 6 <br />Owner: Carlton Cooper; 646 Fitzhugh, Paris, TX 75460 <br />Robert Talley stated this property has three different structures on it. The property <br />owners owe back taxes over $19,000.00. The owners have previously pulled <br />permits several times but have never followed through with the repairs. <br />Structure A has a collapsed roof, damaged roof, holes in the floor, and is <br />unsecure. This had a permit but there were never any inspections and has now <br />expired. <br />Structure B the owner has stated he would like to repair this structure. There are <br />no holes in the roof, the foundation has some damage, and the structure is secure. <br />Structure C Robert Talley stated that the structure is unsecure, holes inside the <br />roof, and has foundation damage. <br />Robert Talley's recommendation: Declare a nuisance, demolition of structure <br />A and C within 30 days, or the city has the right to do so; repair structure B <br />within 90 days or will be brought back to commission. <br />Motion made by Chris Dux, seconded by Kim Walker, to follow staff <br />recommendation. Motion carried unanimously. 5-0 <br />F. Fitzhugh Addition; City of Paris, Block 1, Lot 5 <br />Owner: Carlton Cooper; 646 Fitzhugh, Paris, TX 75460 <br />Robert Talley stated the following about each structure: <br />Structure C — Robert Talley stated the structure has holes in the roof, foundation <br />damage, and it is sinking. <br />Structure B -- Robert Talley stated that the structure is secure, needs siding as well <br />as foundation and roof work. <br />
