Regular Council Meeting <br />March 9, 2026 <br />Page 3 <br />I I . Discuss and possibly act on a Resolution accepting for filing a Petition of Creation of the <br />BelleVue Estates Public Improvement District No. 1, calling a public hearing on the <br />advisability of the creation of said district and authorizing the issuance of notice by the <br />City Clerk regarding the public hearing. <br />City Attorney Stephanie Harris explained that on December 19, 2025, Thomas Haynes, <br />manager of Haynes, Haynes & Jones, LLC filed a petition for creation of the BelleVue Estates <br />Public Improvement District No. I on approximately 120 acres. She said they planned to develop <br />a residential subdivision consisting of over 600 homes. <br />Ms. Harris said if the Council chose to create the new PID, this would be the City's second <br />PID, as Council created the Forestbrook PID No I in late 2024 related to a residential subdivision. <br />She explained that a PID was the vehicle by which a developer could access the public bonding <br />process to help defray the costs of design and construction of public improvements within the <br />district, and that PID bonds were repaid through yearly assessments on the lots within the district, <br />over and above each lot's property tax burden. Ms. Harris stated the City was not liable for bond <br />repayment but would be obligated to foreclose on properties whose owners fail to pay their <br />assessments. Ms. Harris reviewed with the Council the options at this point, which were to <br />approve the resolution to accept the petition and set a public hearing or decline to accept the <br />petition. <br />Mayor Pankaj said he wanted to see development, but they had to be careful in how they <br />proceed. He also said he did not think the timing was right to take on a second PID, and he <br />thought they should see how the Forestbrook PID works out. Mayor Pro -Tem Savage said he <br />totally agreed and they needed to complete what they had already started. Council Member <br />Moore and Council Member Atteberry also agreed. Council Member Norment said she was <br />excited about looking at development, but they needed to ensure the success of the first PID. <br />A Motion to decline the PID petition was made by Council Member Norment and <br />seconded by Mayor Pro -Tem Savage. Motion carried, 5 ayes 0 nays. <br />12. Receive presentation from City Planner Osei Amo-Mensah about the planning <br />department. <br />City Planner Osei Amo-Mensah gave a presentation to City Council focusing on the <br />Repair Affair and said this would be an annual event that would be initiated by the City of Paris. <br />He explained this was a program that would recruit volunteers and donors to perform repairs on <br />qualifying homeowners that live within the City limits. He said the homeowner must be elderly, <br />disabled or low income to qualify for the program. Mr. Amo-Mensah also said the focus would <br />be on home safety, security, healthy living environments, and neighborhood stability, and was <br />not an emergency repair program, nor centered upon decorating or remodeling. <br />
