Presentation by SAMCO Capital Markets, the City's Financial Advisor, regarding <br />financing options to fund the roof replacement and a fire truck, authorizing City Staff <br />and Consultants to proceed with the plan, and other matters related hereto. <br />City Manager Rose Beverly asked Police Chief Rich Salter and Fire Chief Thomas <br />MeMonigle to speak about the need of these two items. Chief Salter said the police department <br />roof had been leaking for years, even upon his arrival five years ago. He expressed concern <br />about the leaks in six different locations at the police department. Chief MeMonigle said they <br />were behind on replacement of apparatus and the longer they wait the more it costs. He also said <br />to get a rescue truck delivered it was a four year turn around. <br />SAMCO representative Jack McLiney explained the issuance the process of tax notes for <br />paying for these two items and went on to say if Council wished to proceed an item would be <br />brought back to them at their first meeting in April. <br />A Motion to proceed was made by Council Member Attebury and seconded by Council <br />Member Norment. Motion carried, 4 ayes — 0 nays. <br />15. Discuss, conduct a public hearing and act on ORDINANCE NO, 2026-004: An <br />ordinance amending a zoning change from an agricultural district to a commercial district <br />with a specific use permit for trailer rental or sales on LCAD No. 58969, City of Paris <br />Block 307-B, Lot 5, located at 2705 N. Main Street. <br />Planning Director Osci Amo-Mensah said the applicant was seeking a zoning change on <br />a quarter of the lot to the northwest corner where there was an existing building occupied by <br />Rhino's Ammo. He also said the rest of the lot was vacant and proposed to be used as a trailer <br />rental or sales to the existing business. Mr. Amo-Mensah explained this would only be allowed <br />with a specific use pen -nit. <br />Mayor Pankaj opened the public hearing and asked foranyonewishing to speak about <br />this item, to please come forward. With no one speaking, Mayor Pankaj closed the public <br />hearing. <br />A Motion to approve this item was made by Mayor Pro -Tem Savage and seconded by <br />Council Member Attebury. Motion carried, 4 ayes — 0 nays. <br />16. Discuss, conduct a public hearing and act on ORDINANCE NO. 2026-005: An <br />ordinance approving and adopting amendments to the comprehensive plan and future <br />land use map for the City of Paris from low density residential to retail on part of LCAD <br />No. 18277, City of Paris, Block 259, Lot PT of 14, located at N. Collegiate Drive and <br />Pine Mill Road. <br />Mr. Arno-Mensah said this was heard by City Council on August 25, 2025, and because <br />of the opposition, a workshop was conducted to gain clarity and more information. Mr. Amo- <br />Mensah reported that applicant Paul Stoll met with the concerned residents and concerns were <br />addressed. I <br />
