Regular Council Meeting <br />June 8, 2026 <br />Page 3 <br />Finance Director Steve Marriott explained the City of Paris currently had treated water <br />contracts with four local industries, and it was required for the City to have an independent rate <br />consultant conduct a cost -of -service study each year. Mr. Marriott introduced Chris Ekrut with <br />NewGen who presented the results of the study, summarizing that they recommended that water <br />rates be increased 2.5% across the board. He said they did not recommend an increase in <br />wastewater rates. <br />10. Discuss and act on RESOLUTION NO. 2026-020: a Resolution requesting financial <br />participation from the Texas Water Development Board; authorizing the filing of an <br />application for financial participating; and making certain findings in connection <br />therewith. <br />Engineering Manager Steve Hodges explained that House Bill 500 passed during the 89t" <br />Legislative Session and appropriated $1.038 billion in funds for water supply and infrastructure <br />projects to the Texas Water Development Board. He emphasized this was a one-time opportunity <br />for a limited number of Texas communities to receive grant funding and the deadline to submit <br />an application was July 30, 2026. <br />A Motion to approve this item was made by Council Member Norment and seconded <br />by Council Member Putnam. Motion carried, 5 ayes — 0 nays. <br />11. Discuss and act on RESOLUTION NO. 2026-021: A Resolution approving a residential <br />tax abatement and economic development agreement with M & R Texas Holding, LLC <br />as a part of the 5 in 5 Housing Infill Redevelopment Program for property located at 117 <br />N.W. 9t" St., 940 Conner St., 609 E. Garrett St., 951 N.E. 7"' St., Block 74-D-Lot3-3rd <br />St., 358 N.W. 4"' St., Maxey Addition Block 6 Lot 1 (unaddressed), 945 W. Cherry St., <br />and 653 N.W. 4th St. <br />Planning Director Osei Amo-Mensah said M&R Texas Holding, LLC applied for an <br />economic development and residential tax abatement agreement under the 5 in 5 Housing Infill <br />Development Program to build nine single-family dwelling homes. He also said staff had <br />reviewed the application and determined that the properties were within the program area, and <br />that the proposed improvements met the criteria for the program. <br />City Attorney Stephanie Harris said the applicant had withdrawn the application for <br />609 E. Garrett so there would be eight properties instead of nine. <br />A Motion to approve this item was made by Council Member Putnam and seconded by <br />Council Member Attebury. Motion carried, 5 ayes — 0 nays. <br />12. Receive nominations for the vacant seat of City Council District Two, discuss and <br />schedule a meeting for interviews. <br />Mayor Pankaj said Mayor Pro -Tem Savage had one or two nominees he wanted to <br />submit, and Council Member Ladell had mentioned about opening the vacancy to receive <br />
