(h) Technical Standards Manual (TSM). The City of Paris Technical Standards Manual, <br />as may be amended from time to time. <br />(i) Stormwater Facility. Any detention basin, retention basin, water quality pond, <br />stormwater treatment device, outlet structure, drainage conveyance, or associated <br />stormwater management infrastructure regulated under this Ordinance. <br />(2) Purpose. The purpose of this section is to establish minimum requirements for the <br />registration, inspection, maintenance, and enforcement of privately owned stormwater <br />facilities in order to: <br />(a) Prevent flooding and downstream impacts; <br />(b) Protect public safety and infrastructure; <br />(c) Maintain water quality and environmental compliance; <br />(d) Preserve the design function and storage capacity of stormwater facilities, and <br />(e) Reduce long-term maintenance costs and liability. <br />(3) Applicability. The requirements of this section shall apply to all stormwater facilities <br />required by: <br />(a) This Ordinance; <br />(b) The Technical Standards Manual, <br />(c) Approved engineering plans; <br />(d) Development agreements; <br />(e) Conditions of plat approval; or <br />(f) Other City regulations governing development and drainage improvements. <br />(4) Relationship to Technical Standards Manual. All stormwater facilities shall be <br />designed, constructed, operated, maintained, and inspected in accordance with: <br />(a) This Section; <br />(b) The Technical Standards Manual; <br />(c) Approved engineering plans; <br />(d) Approved O&M Manuals; and <br />(e) The Program Manual adopted by reference herein. <br />In the event of a conflict between this section and the Technical Standards Manual, the <br />more restrictive provision shall govern unless otherwise approved by the City Engineer. <br />(5) Adoption of Program Manual. The city has adopted the City of Paris Stormwater <br />Detention and Retention Facility Maintenance, Inspection, and Compliance Program <br />Manual, which is incorporated by reference as though fully set forth herein.
