(a) Inspection procedures-, <br />(b) Maintenance requirements; <br />(c) Scoring systems; <br />(d) Compliance documentation; <br />(e) Administrative procedures; <br />(f) Forms and reports; and <br />(g) Other operational requirements necessary for administration of this section. <br />(6) Facility Registration and Annual Permit. <br />(a) All facilities subject to this section shall be registered with the City. <br />(b) An annual permit shall be required for continued operation of the facility. <br />(c) Permit issuance and renewal shall be contingent upon compliance with this section, <br />the Program Manual, and applicable O&M Manual requirements. <br />(6) Revisions to Program Manual. The Program Manual may be amended from time to <br />time. Major revisions affecting engineering policy, design standards, construction <br />requirements, public infrastructure obligations, or development requirements shall <br />require City Council approval. Minor administrative revisions, formatting corrections, <br />typographical corrections, reference updates, and revisions required by state or federal <br />law may be approved administratively by the City Engineer and documented within the <br />Record of Revisions. <br />(7) Owner and Responsible Party Duties. The owner or responsible party shall: <br />(a) Maintain the facility in accordance with approved plans and the O&M Manual; <br />(b) Conduct and submit annual inspections as required by the Program Manual; <br />(c) Maintain inspection and maintenance records; <br />(d) Correct deficiencies identified by the City; <br />(e) Maintain access to the facility for inspection and maintenance purposes; and <br />(f) Obtain approval prior to modifying any facility. <br />(8) Departmental Responsibilities. <br />(a) Engineering Department. <br />1.
