<br />Regular City Council Meeting <br />January 23, 2006 <br />Page 3 <br /> <br />A Motion to approve this item was made by Council Member Wilson and seconded <br />by Council Member Poston. Motion carried, 7 ayes - 0 nays. <br /> <br />5. Presentation on status of revising mobile home ordinance. <br /> <br />Lisa Wright told Council that Planning and Zoning had requested her to do additional <br />research and wanted to review this item again at their February meeting. <br /> <br />6. Presentation by City Staff regarding the wage and salary survey and possible update <br />thereof. <br /> <br />Tony Williams presented Council with a salary survey to Council. He explained the <br />survey included ten other cities, as requested by Council. Tony asked Council to study the <br />survey and set a workshop session to go through the survey position by position. In small <br />cities, there are many times that a person does several jobs. Council Member Wilson asked <br />for additional information regarding the budget of those other cities and their benefit <br />packages. He also asked for supplemental information outlining details of the EMS and Fire <br />Departments, because some cities have them under one department. Council agreed to <br />include this item for discussion in the special session for Monday, February, 6, 2006 at 6:00 <br />p.m. <br /> <br />7. Discussion on the status of trash service within the City of Paris. <br /> <br />Tony advised Council that beginning October 2005, changes were put into place. We <br />have gone to four ten hour days and reduced the trucks and routes to four. We kept the same <br />pick up days. We have changed our bulk pickup service from Wednesdays to the second <br />pickup day of the week for that residence. Tony showed Council fifteen photographs of bulk <br />waste. Those photographs included construction debris, four refrigerators at one house, old <br />tires, and bulk trash left behind when tenants were evicted. Tony told Council that it costs <br />the city to dispose ofthese tires, because they cannot be placed in the landfill. Tony further <br />stated the fee of $14.00 per month does not cover the costs and labor ofthe service, but that <br />it is more like $18.00 per month. He asked Council to consider making changes to the bulk <br />pickup service to address the number of items and the fees involved, so as not to allow the <br />abuse to our taxpayers to continue. Tony informed Council that the landfill would allow the <br />customer to take a pickup load of bulk to the landfill for free, as long as they exhibited a copy <br />of their water bill. Council Member Manning suggested allowing two free items for bulk <br />pickup and charge for the service thereafter. Council Member Wilson thought it would be <br />a good deal to charge according to dimensions ofthe bulk. Council Member Ray thought a <br />flat fee would be better. Mayor Fendley said that he thought a flat fee would still leave room <br />
