<br />SECTION 8 - COMPENSATION AND OPERATING HOURS <br /> <br />SECTION 8.01- Basics <br /> <br />The Director of Human Resources or his designee will prepare and administer a compensation plan <br />for City employees subject to required City Manager and City Council approvals. Employees will <br />be paid salaries or wages in accordance with the Compensation Plan, which may include one or more <br />salary schedules. In positioning classes or salary schedules, consideration will be given to prevailing <br />rates of pay among employers, the duties, responsibilities and qualifications required of employees <br />in the classes and other relevant factors. <br /> <br />SECTION 8.02 - Administration of Ran2e/Salary Schedules (Excludes Civil Service and EMS <br />Employees), <br /> <br />A. A new employee will normally be compensated at the minimum step of the approved salary <br />range. In exceptional circumstances, the City Manager may authorize hiring above the <br />minimum step. <br /> <br />B. A newly promoted employee will ordinarily be compensated at the lowest step of the <br />approved range, which will provide at least a 2.5% increase in pay over that received in the <br />previous class. An employee being laterally transferred will ordinarily continue to receive <br />the same salary and will retain the same eligibility date for pay increase. <br /> <br />C. Individual increases within range may be granted as specified in the Compensation Plan upon <br />recommendation of department heads, who will give careful consideration to the ability and <br />performance record of each employee. <br /> <br />D. No employee will be paid more than the rate established in the approved Compensation Plan, <br />except when an employee whose job was downgraded by reclassification or changes in the <br />labor market, through no fault of the employee. The employee may continue to receive <br />hislher former rate of pay until a rate on the new salary range equals or surpasses the current <br />salary of the employee or the employee's job changes. <br /> <br />E. An employee voluntarily or involuntarily demoted for any reason will be compensated on a <br />step of the new range as administratively determined. <br /> <br />SECTION 8.03 - Operatin2 Hours (Excludin2 Civil Service and EMS Employees) <br /> <br />City employees normally observe a forty (40) hour workweek. The regular workday begins at 8 :00 <br />a.m. and ends at 5:00 p.m. with a one (1) hour lunch break to be set by department heads between <br />the hours of 11 :00 a.m. and 2:00 p.m. In order to provide a continuity of service to the public, it is <br />frequently necessary to deviate from the regular workday.
