Lamar County — Paris Economic Development Plan <br />A. The Task: Within six months, propose and secure from the City an increased ED <br />Budget to cover the increased costs of the expanded economic development program <br />for the next three years. <br />This task shall be assigned to: PEDC in cooperation with The City of Paris. <br />5. To be competitive in the economic development marketplace, a Business Incentives Program <br />is needed. <br />A. The Task: Within six months, the community shall re- establish criteria to determine <br />the conditions under which a primary employer will receive an incentive to expand in <br />or locate to Paris. <br />This task shall be assigned to: PEDC. <br />B. The Task: Within two years, the PEDC shall identify a source of funding for the <br />costs of providing a comprehensive business incentives program such as worker <br />training, grants, and loans. <br />This task shall be assigned to: PEDC. <br />Geographic — Economic issues influence the profitability of primary businesses, making these <br />issues pertinent to a Business Incentives Program. The Paris community should reinforce its <br />strengths and cure its weaknesses to become more competitive. <br />6. Most businesses looking to locate would prefer to lease or purchase an existing building which <br />exactly meets their facility needs. <br />A. The Task: Within one year, the community should create a "virtual building" and use <br />it in its recruitment program. <br />This task shall be assigned to: PEDC Marketing Staff. <br />B. The Task: Within two years, the community should design and construct a <br />speculative building. <br />This task shall be assigned to: PEDC. <br />7. The availability of a trained or trainable workforce is one of the most important issues to a <br />company. <br />A. The Task: Within two years, the community will develop a comprehensive worker <br />training system which has the ability to create and fund customized training <br />programs for qualified primary businesses. <br />This task shall be assigned to: Paris Junior College. <br />Paris Economic Development Corporation Page 3 <br />
