<br />4. Consideration of and action on the petition of Kenneth E. Tucker for a change <br />in zoning from a One-Family Dwelling District No. 3 (SF-3) to a One-Family <br />DwellinQ District No.3 (SF-3J with a Specific Use Permit (39) Mobile Home on <br />Lot 4, Block 7, Belmont Addition, being number 1221 Fairfax. <br /> <br />Lisa Wright, Community Development Director, showed photos of the <br />neighborhood and the existing homes in the area. Reeves Hayter stated that <br />it is a nice, clean neighborhood, and there is an effort to upgrade the area. He <br />further stated that he didn't care for the idea of putting a mobile home in this <br />neighborhood because the neighborhood looks like it is making a comeback. <br /> <br />Motion was made by Curtis Fendley, seconded by Barbara Forrest, to deny the <br />petition and request the City Council to put a moratorium on mobile homes <br />until a new ordinance can be adopted. Motion carried 6-0. <br /> <br />5. Public hearing to consider the Site Plan of Lot 4, Block 8, Springlake Addition, <br />being number 230 N. Collegiate. <br /> <br />The public hearing was declared open. <br /> <br />A. The following individuals spoke in favor of the petition: <br /> <br />Louis Yates, contractor, 1815 Majestic Drive, stated that the building <br />was previously 2,400 square feet and has been reduced to 1,782 square <br />feet with nine designated parking spaces. The change was made <br />because they didn't have enough parking spaces for the square <br />footage. He further stated they worked closely with the City staff to get <br />to this point. <br /> <br />B. The following individuals spoke in favor of the petition: <br /> <br />Brenda Hampton, 238 28th Street N.E., stated that everything is located <br />at the back and she wants to make sure there is never a drive-through <br />put there. <br /> <br />Edith Dunn, 257 28th Street N.E., stated that she is against a drive- <br />through period because 28th Street is too narrow. The drive-through <br />can cause traffic problems and she is worried about the kids. None of <br />the other businesses have a drive-through that comes out onto 28th <br />Street. <br /> <br />Yvonne Bowers, 214 28th Street N.E., stated that she wants to put the <br />dumpster and loading zone in the front part of the lot. <br /> <br />Louis Yates stated there will not be a dumpster, it is a poly cart. <br /> <br />Yvonne Bowers stated that Louis Yates told her he could not guarantee <br />there will never be a drive-through on this property. What do they need <br />to do to have it denied again? <br /> <br />C. The public hearing was declared closed. <br /> <br />6.
