<br />7. Public hearing to consider the Site Plan of Lot 4, Block 8, Springlake Addition, <br />being number 230 N. Collegiate Drive. <br /> <br />The public hearing was declared open. <br /> <br />A. The following individuals spoke in favor of the petition. <br /> <br />Plug Clem, Attorney for the Chans, 100 N. Main, spoke in favor of the <br />petition. Mr. Clem stated they are still proposing an exit onto 28th. He <br />said that Collegiate is probably the busiest street in Paris. He further <br />stated this is a narrow lot, so it's critical that there be access to 28th <br />street for safety sake. There was very little traffic flow on 28th street, <br />but the traffic flow on Collegiate is what will become dangerous. Mr. <br />Clem added that this has been going on for a long time and costing the <br />parties a lot of money. Texoma has an entrance that goes all the way <br />through. <br /> <br />Louis Yates, 1815 Majestic, stated they have met all City codes and <br />requirements, and he is asking for approval. <br /> <br />B. The following individuals spoke in opposition of the petition. <br /> <br />Sybil Colson, 819 Lamar Ave., stated she owns property at 28th Street <br />and Price and speaks for the homeowners on 28th street. The Chans <br />are trying to put too much on one lot, and everyone else in the area is <br />on more than one lot. Ms. Colson further stated the exit will be directly <br />against someone's driveway. She asked if Collegiate is so busy, why <br />are they building there? There is no assurance that a donut shop won't <br />go in. Ms. Colson reiterated they are trying to squeeze too much on a <br />single lot. <br /> <br />Brenda Hampton, 238 28th Street N.E., stated she is not opposed to <br />rear parking but is opposed to drive through that comes out at her <br />driveway. She stated it is hard enough to get onto Collegiate, but now <br />she can't get out of her own driveway. Ms. Hampton read a letter from <br />Edith Dunne of 257 28th Street N.E. opposing the petition. Ms. Dunn <br />stated the street is 25 feet wide, and their guests already have to park <br />in the street. <br /> <br />Yvonne Bowers, 214 28th Street N.E., stated the Chans knew Collegiate <br />was busy when they bought the property. The rear parking and the <br />driveway will be disruptive. <br /> <br />C. The public hearing was declared closed. <br /> <br />8. Consideration of and action on the Site Plan of Lot 4, Block 8, Springlake <br />Addition, being number 230 N. Collegiate Drive. <br /> <br />Curtis Fendley stated that Screen Graphics and Texoma both park in the back. <br />he said there is a gravel driveway, bu it may not be intended for through <br />traffic. Mr. Fendley further stated that he can't see P&Z discriminating against <br />this applicant when business at the Tejas Plaza empty onto Price. Bobby <br />Myers stated he doesn't see how we can deny access to a public street. <br />Reeves Hayter stated he has no problem with parking there, but he does have <br /> <br />II <br />
