They hosted a BBQ social for the neighbors to explain the
project to them and only three people showed up. Mr. Holden stated
they run their own management company. Furthermore, the property
is priced such that multi family is likely the highest use it will ever have.
Mike Russell, 533 Hidden Lake Drive, Powderly, Texas, spoke in favor
of the petition. Mr. Russell stated he contacted home owners living by
existing apartments to see if they had problems. Most said they were
pleased with apartments being by them and they were good neighbors.
The Chamblesses have owned the property for a long time and it hasn't
developed, and it will be a long time before it is developed. Mr. Russell
further stated infrastructure will be put in and the propertywill increase
in value on the tax rolls.
B. The following individuals spoke in opposition of the petition.
Stuart Shuman, 645 46t'' Street N.E., spoke in opposition of the petition.
Mr. Shuman stated he picked where he lives now so he could be away
from apartments. Tenants don't own them and they will eventually be
Section 8. He further stated he was not invited to the BBQ and likes
bing close to Paris but feel like he's far away.
Johnny Exum, 4560 Pine Mill Road, spoke in opposition of the petition.
Mr. Exum stated after 10 to 15 years the apartments will get run down.
He has lived here 30 years and would like to keep brick homes instead
of apartments.
Dicky King, 4500 Welch Circle, spoke in opposition of the petition. Mr.
King stated the complex will border his property, and he fears that over
time it will deteriorate. He further stated he worries that it will interfere
with his privacy, and this is not a good area for apartments.
John Brown, 3530 Thomas Drive, spoke in opposition of the petition.
Mr. Brown stated apartments can have variety of tenants, some good
and some bad. This will develop some day, but apartments are not
right for the area. Mr. Brown asked the petitioner if they would build
single family homes and they said it was a deal breaker. The property
values are going up, and this will hurt that.
Linda Campbell, 4550 Thomas Drive, spoke in opposition of the
petition.
