Corter & Burgess is providing <br />assistance to the senior management of the San Antonio Water System (SAWS) to develop their strategic plan. Corter & <br />Burgess is initially reviewing previous strategic planning efforts as well as interviewing senior management and select stoff ta <br />determine what has been implemented and if not, why and how could it be done differently. A Board Planning Policy is <br />being developed in conjunction with SAWS CEO for approval by the Boord of Trustees that will guide the planning process. A <br />process will be identified in the first phose and implemented in a subsequent facilitated process. <br /> <br />. Utility Management Audit~Diagnostics. Performed management audits <br />and diagnostic reviews to identi~ issues and problem oreas for management to improve their operations and their support <br />functions of accounting, finance, purchasing, personnel, information systems, metering, and customer service. Projects have <br />been performed at water, wastewater, solid waste and/or storm water utilities in Dallas, San Antonio, Austin, EI Paso, <br />Corpus Christi, Shreveport, Bossier City (tA), St. louis, Washington, D.C. and Miami. Benchmarking was a process <br />frequently used in the diagnostic review. <br /> <br />. Dallas Water Utilities Rote Analyses Training, Dallas, Texas; Project Manager. Provided training related to the pricing <br />process including Financial Management Context, Revenue Requirements, Cost Allocation, Rate Design and Ancillary <br />Charges, and Pricing Water and Wastewater services. <br /> <br />. Regional Wastewater Utility Joint Venture, TX; Project Manager. Advised two River Authorities engaged in a joint venture to <br />provide wholesale wastewater service on a regional basis about the financial and management practices appropriate to <br />employ in developing the new regional entity. <br /> <br />. San Antonio Water System (SAWS) Storm Water Management Plan; San Antonio, TX; Senior Management Consultant. <br />Developed 0 customer-billing database for storm water utilizing land data information wos developed from the Bexor <br />Appraisal District (BAD) for its 250,000+ customers. Working with the BADls ARC/INFO GIS and four independent customer <br />databases to compile the storm water customer database, they designed the database and rate structure and assisted SAWS <br />with requirement definitions for modi~ing its existing customer information and billing system. <br /> <br />. Utility Process Improvement, Various locations; TX; Project Manager. Prepared accounting procedure manuals, extension <br />policies, property unitization manuals and indirect cost studies to assist management in operating their accounting and <br />financial functions at several utilities including San Antonio, Shreveport, Bossier City and Miami-Dade. <br /> <br />. Integrated Management Programs. San Antonio, TX; Project Manager. Provided assistance to management in 0 multi-year <br />effort to build the institutional framework for the San Antonio wastewater utility to prepare itself for substantial changes in <br />its operations and service needs and a major capital improvement program, <br /> <br />. Strategic Planning, Kansas City, KS; Project Manager. Assisted in developing a strategic business plan focused on <br />expansion of services and its service area for on electric and water utility in Kansas. <br />
