Regular City Council Meeting <br />July 28, 2008 <br />Page 2 <br />Lisa Denman, 6339 Lamar Road, Reno, Texas - spoke in opposition to the sign ordinance, <br />specifically the provision dealing with temporary signs. <br />Randy Jordan, A-1 Pest Control - he asked that the deposit for a water meter be reduced. <br />Bruce Carr, 845-42nd S.E. - he spoke against water rates subsidizing sanitation and cautioned <br />against possible conflicts of interest when Council Members speak directly to vendors. <br />Barney Bray, 3230 Mahaffey - he said when considering sanitation fees, the public needed to <br />know the true costs and that it be backed up with data. <br />Consent Agenda <br />Mayor Freelen inquired if there were any items that Council Members wanted to pull from <br />the Consent Agenda for discussion. Subject to the minutes of July 14, 2008, being corrected to <br />reflect Mary Loyce should be Mary Lawrence and Jered Bendict should be Jered Benedict; and that <br />Council Member Biard was recused from voting on the traffic commission appointments, Council <br />Member Biard made a Motion to approve the Consent Agenda and Council Member Kear seconded <br />the Motion. The Council voted six (6) for and none (0) opposed to approve and adopt the Consent <br />Agenda Items as follows: <br />5. Deliberate and act on the approval of minutes from the meetings on July 10, 2008, July 14, <br />2008 and July 17, 2008. <br />6. Receive and deliberate on reports and/or minutes from the following boards, commissions, <br />and committees: <br />a. Planning and Zoning Commission. (7-14-08) <br />b. Board of Adjustment. (7-8-08) <br />7. Deliberate on drainage ditch maintenance report. <br />8. RESOLUTION NO. 2008-055: A RESOLUTION OF THE CITY COUNCIL OF THE CIT'Y <br />OF PARIS, TEXAS APPROVING AND AUTHORIZING THE EXECUTION OF A <br />CONTRACT WITH THE DEPARTMENT OF STATE HEALTH SERVICES ("DSHS") <br />DOCUMENT NO. 2009-028228-001 RLSS-LOCAL PUBLIC HEALTH SYSTEM, FOR <br />REGIONAL AND LOCAL MEDICAL SERVICES; MAKING OTHER FINDINGS AND <br />PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE. <br />9.
