No one spoke in opposition. <br />Public hearing was declared closed. <br />4. Consideration of and action on the petition of Stacey D. Harris to grant a <br />variance of Section 11.5-3(b)(1) of the Fencing Ordinance which prohibits <br />front yard fences except (1) on lots zoned Historic Overlay District (HD) and <br />in accordance with the design standards adopted by the Historic Preservation <br />Commission, (2) on lots in excess of 2 acres in size which are used for single <br />family residential purposes, and (3) on lots which are zoned and used for LI <br />or HI purposes, by allowing a front yard fence on Lot 11, Block 10, Gibbons- <br />Braden Addition, being number 1145 15th Street S.E. <br />Lisa Wright directed Board members to the portion of the new fence <br />ordinance that established the criteria for granting a variance. Kyle McCarley <br />stated he has no problem with a front yard fence, and it will not adversely <br />affect the neighborhood. Terry Christian stated that what she is trying to do <br />exemplifies what the Task Force was trying to do, and that's improve the look <br />of a neighborhood. Rodney Bass stated he has no problem with the fence. <br />Motion was made by Kyle McCarley, seconded by Chester Martindale, to <br />approve the variance. Motion carried 5-0. <br />5.
