<br />NARRATIVE ADDENDUM <br /> <br />The City of Paris, Texas Police Department will hire one (1) police officer to be <br /> <br /> <br />assigned as a community oriented school resource officer within the Chisum <br /> <br />Independent School District (CISD), which was recently annexed into the City of <br /> <br /> <br />Paris, Texas. The CISD is comprised of 894 students and housed in three buildings <br /> <br /> <br />located in one geographic area. The students are fairly diverse, coming from both <br /> <br /> <br />rural and urban areas and mainly made up of middle class youth. The Paris City <br /> <br /> <br />Council and the CISD School Board have approved this application and all of the <br /> <br /> <br />assurances attached to it. <br /> <br />Problem Identification and Justification: <br /> <br /> <br />The most pressing and serious problem within the CISD is that of safety. As <br /> <br /> <br />previously mentioned, with 894 students housed in three buildings all within one <br /> <br /> <br />geographic area, the logistics of policing is a challenge. The Paris Police Department <br /> <br />responded to 104 total police caBs at the school from March of2003 to March of <br /> <br /> <br />2004. The caBs include but are not limited to: assault, aggravated assault, criminal <br /> <br />mischief, thefts, criminal trespassing, harassment, suspicious persons, traffic <br /> <br />offenses, civil standbys, offenses against family, and others. The Paris Police <br /> <br /> <br />Department made 2 arrests on the CISD campus during this time period. <br /> <br /> <br />The Paris Police Department will work with the CISD in an attempt to bring about <br /> <br /> <br />a holistic approach to community policing both within and outside the school <br /> <br /> <br />district. The school resource officer will be trained in specialty areas such as: Drug <br /> <br /> <br />Abuse Resistance Education (DARE), Gang Resistance Education and T~ining <br /> <br /> <br />(GREAT), Student Crime - Stoppers, Criminal Justice Classes, etc. The officer will <br />
