B. 322 Lamar Avenue - First United Methodist Church - Motion was made by Ben <br />Vaughan, seconded by Matt Coyle to recuse Paul Denney and Arvin Starrett. Motion <br />carried 4-0. Motion was made by Ben Vaughan, seconded by Brad Archer, to approve <br />the COA. Motion carried 4-0. <br />Motion was made by Ben Vaughan, seconded by Brad Archer, to return Paul Denney and <br />Arvin Starrett to the meeting. Motion carried 4-0. <br />4. Receipt of report from the Design Guideline Review Committee. <br />Paul Denney stated the Review Committee met earlier today. They recommended that <br />Sue Ann come up here and meet with them because she needs to rewrite the revised <br />sections. They want a face to face with her and the committee is ready to do that now. <br />Mr. Denney further stated they may want to recommend requiring blanker panels on <br />vaeant buildings and allowing art glass to being covered with clear panels since <br />protecting the glass is the most important thing. Arvin Starrett asked if we have <br />developed a mechanism whereby purchasers know about the requirements. Brad Archer <br />recommended that the City provide temporary variances for work that is reversible to <br />help with projects that may be in jeopardy. He stated that he would hate to see projects <br />not happen because financing is not in place for a while. <br />5. Request items for future agendas.
