3. The EMC and his staff will manage the EOC <br />4. The Incident Commander, assisted by a staff sufficient for the tasks to be performed, will <br />manage the emergency response at an incident site. <br />5. During emergency operations, department heads retain administrative and policy control <br />over their employees and equipment. However, personnel and equipment will carry out <br />mission assignments directed by the incident commander. Each department and <br />agency is responsible for having its own operating procedures to be followed during <br />response operations, but interagency procedures, such a common communications <br />protocol, may be adopted to facilitate coordinated effort. <br />6. If our own resources are insufficient or inappropriate to deal with an emergency <br />situation, we may request assistance from other jurisdictions, organized volunteer <br />groups, or the State. The process for requesting State or federal assistance is covered <br />in section V.F of this plan; see also the Request for Assistance form in Annex M, <br />Appendix 3. External agencies are expected to conform to the general guidance and <br />directed provided by our senior decision-makers. <br />B. Emergency Facilities <br />Incident Command Post. Except when an emergency situation threatens, but has not <br />yet occurred, and those situations for which there is no specific hazard impact site (such <br />as a severe winter storm or area-wide utility outage), an incident command post or <br />command posts will be established in the vicinity of the incident site(s). As noted <br />previously, the incident commander will be responsible for directing the emergency <br />response and managing the resources at the incident scene. <br />2. Emergency Operating Center. When major emergencies and disasters have occurred or <br />appear imminent, we will activate our EOC, which is located in the basement of City Hall <br />150 SE 1St <br />3. The following individuals are authorized to activate the EOC: <br />a. Mayor <br />b. City Manager <br />c. Police Chief <br />d. Emergency Management Coordinator <br />e. Police Patrol Shift Supervisor <br />4. The general responsibilities of the EOC are to: <br />a. Assemble accurate information on the emergency situation and current resource <br />data to allow local officials to make informed decisions on courses of action. <br />b. Working with representatives of emergency services, determine and prioritize <br />required response actions and coordinate their implementation. <br />c.
