Despite having adequate and equal time as other potential respondents to <br />submit a response to a fair and open request for proposals, Proturf's bid failed to meet minimum <br />specifications and is therefore disqualified from consideration, per 2.07 of the bid specifications. <br />Regardless of the adequacy of the Proturf response, it was still the high bidder and therefore would not <br />have had the successful proposal. <br />City of Paris <br />4/29/10 <br />6S <br />
