Status of East Texas Litigation - The Litigation is over with; it's a "done deal". <br />We have instructions from HUD amend all of our Policies and Procedures starting <br />July 1, 2005 do away with First Come First Serve Waiting List - We will be <br />allowed to use preferences such as working families as long as it is in your plan. <br />75% of all new admissions in the Section 8 Program have to be low low income <br />and 40% of new admissions in Public Housing Program have to be low income. <br /> <br />4. Patricia Pridemore and Sally Gibson traveled to Fort Worth for RIM/PIC <br />Training. Denny Head attended meeting in Tyler regarding East Texas Litigation. <br />One thing that was asked but not answered by HUD was Community Service. <br />HUD has said that we should proceed with the evictions for not doing <br />Community Service. That if the Housing Authorities have problems with the <br />Courts, the PHA's are to contact HUD immediately. Ms. Mary Ruth Hughes <br />spoke up regarding Community Service - The residents are under the assumption <br />that the Housing Authorities have required the Community Service Program - <br />they were informed that this program was a federally mandated program from <br />HUD. Their excuse was that they did not have anyone to keep their children; <br />Lee Taylor set up a program for them that provided childcare (2 ladies would <br />provide snacks, lunch and crafts) for them for 2 days a week from 8 am to 4 pm in <br />order for them to be able to do their community service. Noone used the <br />childcare program therefore it was dissolved. Ms. Hughes seems to think that the <br />residents are under the assumption that Legal Aide will get them out of being <br />evicted; however, she thinks that Legal Aide cannot help them due to the fact that <br />they have been warned on multiple occasions. <br /> <br />5. Harvard Cost Study - Allowable Expense Levels for Public Housing: Congress <br />has published the results: Larger Housing Authorities will lose funding and <br />Medium and Small Housing Authorities will gain funding. The Paris HA will <br />have an increase by 37% in funding. Looks like they will probably adopt this <br />policy. <br /> <br />**Denny Head introduced Ms. Sharon Thornton from Monarch Properties Management <br />Company that was hired to manage the Westgate Apartments. <br /> <br />Addressed problems being addressed by Management Company: <br />1. Units that were given to the PHA to be offered were not ready - Ms. Thornton <br />was told that they were ready. <br />2. Crime - there is a lot of crime from people that are not residents. Most of the <br />people coming to Westgate are customers of the club next door that park on <br />Westgate property. She admitted that it was a problem. Will put up No <br />Trespassing Signs and poles/chains across the entrances. Have not spoke to Club <br />Management (next to Westgate). There was a discussion about the amount of <br />parking that the club did/did not have. Westgate has one man working as <br />"Security Guard" on Saturday night from 6pm to 2am - unarmed guard. Jeff <br />Hoog suggested changing his hours to 8pm until 4am. Ms. Thornton stated that <br />the main problems are on Saturday night. TK HaYnes advised Ms. Thornton to <br />make sure that the signs she puts up be approved by the Police Department.
