4w AUTOMOBILE BURGLARY Hc THEFT PREVENTION AUTHORITY Form ABTPA-104 <br />Watch Ywr Car (01 /12) <br />PROGRAM NARRATIVE <br />II. The Program Narrative should present the information by which the eligibility and merit of the <br />project can be assessed. Applications will be evaluated for funding consideration, according to <br />the congruence of the project with the criteria stated above. The Program Narrative should inctude <br />but is not limited to the following information: <br />1. PROBLEM STATEMENT & HISTORICAL INFORMATION: <br />(Please limit information to 300 words) <br />a. Provide an assessment of the auto theft problem in the areas of coverage and existing activities <br />that address the problem. Identify the target population and the geographic target area. <br />Most of the counties in the coverage are do not have specialized units or training in auto theft. The coverage area of <br />the 10 counties have a combined population of around 500,000 people. Comparing the data from 2009 to 2010-11 <br />our area saw an approximately 65% increase in motor vehicle theft. The task force is the only unit doing 68-A's. <br />b. Describe the extent to which this project will duplicate or overlap existing activities, and why that <br />(if any) is necessary. <br />This project is not known to duplicate or overlap existing activities in our (10) ten county coverage areas other than the <br />general law enforcement duties that are currently in place from each state, county, and municipality. To our <br />knowledge the Northeast Auto Theft Task force is the only ones doing 68'A's in the coverage area. <br />c. Describe and document trends of the problem and the need that makes this grant necessary. <br />At this time there continue to be approximately the same number of stolen vehicles compared to 2010 to 2011 vehicle <br />theft data. Comparing the data from 2009 to 2010-11 our area saw an approximately 65% increase in motor vehicle <br />theft. Whether this trend is connected to the economic downturn in 2008-09 is not known, but it seems likely. <br />d.
