<br /> <br /> <br /> <br /> <br /> <br /> "(d) The customer's system shall include those parts of the facilities beyond the <br /> termination of the utility distribution system which are utilized in conveying utility- <br /> delivered domestic water to points of use. <br /> <br /> "Sec. 25-22. Cross-connection control. <br /> <br /> "(a) No water service connection to any premises shall be installed or maintained <br /> by the City unless the water supply is protected as required by state law, state <br /> regulation, and this article. Service of water to any premises shall be discontinued <br /> by the Utility if a backflow prevention device required by this article is not <br /> properly installed, tested, or maintained. Additionally, service will be discontinued <br /> if it is found that a backflow prevention device has been removed, bypassed, or if <br /> an unprotected cross-connection exists on the premises. Service will not be <br /> restored until such conditions or defects are corrected. <br /> <br /> "(b) The customer's system shall be open for inspection at all reasonable times <br /> to authorized representatives of the City of Paris Water Utilities Department, <br /> Environmental Services, or Building Inspection Department of the City to <br /> determine whether cross-connections or other structural or sanitary hazards <br /> (including violations of these regulations) exist. When such a condition becomes <br /> known, the Water Utilities Superintendent or Environmental Services Supervisor <br /> shall deny or immediately discontinue service to the premises depending on the <br /> extent of the hazard, by providing for a physical break in the service line until the <br /> customer has corrected the condition(s) in conformance with state law and City <br /> ordinances relating to plumbing and water supply, as well as the regulations <br /> adopted pursuant thereto. Any cost of such disconnection and the estimated cost <br /> of re-connection must be paid by the customer before service shall be restored. <br /> <br /> <br /> "(c) No cross-connection shall be permitted between any system of piping <br /> supplied by water from the mains of the City of Paris Water Utilities Department <br /> and any other source of supply, either public or private, or any secondary supply <br /> known to be unsafe for drinking water, such as shallow wells, reused industrial <br /> supplies, raw service water, or swimming pools unless approved by the Water <br /> Utilities Superintendent and properly protected. <br /> <br /> "(d) A Customer Service Inspection Certificate must be completed prior to <br /> providing continuous (permanent) water service to new construction, when the <br /> Water Utilities Superintendent, or designee, has reason to believe cross-connections <br /> or other unacceptable plumbing practices exist or after any material improvement, <br /> correction, or addition to the private plumbing facilities. On all new and <br /> transferred (transfer of occupancy or ownership) water services, the customer must <br /> sign a Water Service Agreement. If this transferred service is non-residential, a <br /> customer service inspection certification must be completed. These customer <br /> service inspections shall be conducted by Building Inspections staff (for all new <br /> plumbing or plumbing improvements requiring a building permit) and Water <br /> Utilities staff (on plumbing systems requiring inspections not affected by building <br /> permits). Permanent water service cannot be supplied unless the required <br /> inspections are completed. Fees for these inspections will be established by <br /> resolution of the Ciry Council. <br /> <br /> "(e) The Water Utilities Superintendent shall administer an inspection program <br /> to assure that backflow devices on City property are properly maintained and <br /> operated. <br /> <br /> <br /> <br /> <br /> <br /> <br /> 4 <br />
