<br /> <br /> <br /> <br /> <br /> <br /> "(f) All presently installed backflow prevention devices which do not meet the requirements of this article but were approved devices for the purposes described <br /> <br /> herein at the time of installation and which have been properly maintained shall, <br /> except for the inspection and maintenance requirements, be exempt from the <br /> requirements of this article so long as the Water Utilities Superintendent, Chief <br /> Building Official, and the Environmental Services Supervisor are satisfied that the <br /> devices will satisfactorily protect the City's and/or customers' systems. Whenever <br /> the existing device is moved from its present location or when the Water Utilities <br /> Superintendent and/or Chief Building Official find that the continued use of the <br /> device would constitute a hazard, the unit shall be replaced by an approved <br /> backflow prevention device meeting the requirements of this article at the owners <br /> expense. <br /> <br /> "(g) If a cross-connection/backflow contamination situation arises, the Water <br /> Utilities Superintendent may recommend to the City Manager a Boil Water Order. <br /> The time for said Order shall be determined by the City Manager in consultation <br /> with staff, after verification by laboratory analysis. <br /> <br /> "(h) All cases of cross-connection/backflow contamination shall be reported to <br /> the Environmental Services Supervisor. Information on such cases shall also be <br /> submitted to the University of Southern California Foundation for Cross- <br /> Connection Control and Hydraulic Research as informational data only. Each <br /> backflow incident shall also be reported to the Texas Natural Resource <br /> Conservation Commission. <br /> <br /> <br /> "(i) Any water hauling apparatus taking water from the City's system must do <br /> so with a City-approved meter with a double-check device attached. Type of <br /> apparatus used must be noted on temporary construction meter application. <br /> <br /> "(j) No connection shall exist that allows water to be returned to the public <br /> drinking water supply system. <br /> <br /> "(k) The City of Paris Water Utilities Department shall be responsible for the <br /> inspection and testing of all backflow prevention devices installed or existing on <br /> City property or in a City right-of-way that supplies water to City-owned or City- <br /> maintained facilities. Backflow prevention devices installed downstream of the <br /> water meter or those installed in a building shall be the responsibility of the <br /> property owner. Inspections and testing shall be conducted when a device is <br /> installed, repaired, or at reasonable intervals, but, in no event, shall the inspection <br /> be conducted less than every year on all backflow prevention devices, except those <br /> devices installed for irrigation systems (unless the irrigation system has been <br /> designated as a health or system hazard by Water Utilities Superintendent, Chief <br /> Building Official, or the Environmental Services Supervisor). It is highly <br /> recommended by the City that all backflow prevention devices be tested on at least <br /> an annual basis for the safety and well-being of the owner or user of the device. <br /> <br /> "(1) For each backflow prevention device on private property, except irrigation <br /> double-checks, the owner of such device shall register said device with the City <br /> annually. The Utilities Division shall keep a current inventory of all devices except <br /> irrigation devices. It will be required that the testing of these devices be conducted <br /> annually and copies of Backflow Prevention Device Test and Maintenance Reports <br /> be maintained by the owner far at least five years and a copy provided to the City <br /> of Paris Water Utilities Department. The fee for this registration will be <br /> established by resolution of the City Council. <br /> <br /> "(m) All certified backflow prevention device testers installing, repairing, or <br /> testing devices within the City of Paris shall be registered with the City of Paris <br /> Utilities Division. All certified testers wanting to test devices within the City must <br /> <br /> 5 <br />
