This exam will be administered and must be taken <br /> by testers each year of registration. There will be an annual registration fee <br /> established by resolution of the City Council from time to time for this registration. <br /> <br /> "(n) Testers must show proof of liability insurance each year when renewing <br /> registration. The coverage amount shall be one million dollars ($1,000,000.00). <br /> <br /> "(o) Testers must follow the strict safety precautions and follow OSHA <br /> guidelines when entering confined spaces to test backflow prevention devices. A <br /> copy of the confined space entry permits must be submitted with the backflow <br /> prevention device test sheet (if applicable). <br /> <br /> "(p) Testers must have test gauges tested for accuracy on an annual basis and <br /> calibrated in accordance with the University of Southern California's Foundation <br /> of Cross-Connection Control and Hydraulic Research and/or the American Water <br /> Works Association Manual of Cross-Connection Control (Manual M-14). Test <br /> gauge serial numbers must be included on each Backflow Prevention Device Test <br /> and Maintenance Report submitted. Accuracy tests will be conducted by the City <br /> at no charge to the tester. <br /> <br /> "Sec. 25-23. Backflow prevention device installation requirements. <br /> <br /> "(a) Residential Water Service <br /> <br /> "(1) The minimum service size for a residential lot shall be a one inch <br /> <br /> service line with a 5/8" or one inch diameter yoke. If the service is <br /> installed for irrigation only, it shall be equipped with a separate cross- <br /> connection control device regardless of size. <br /> <br /> "(2) Regardless of size, all commercial, retail, and industrial water <br /> services shall be equipped with a separate cross-connection control device, <br /> as detailed in the City of Paris Standard Plumbing Code. <br /> <br /> "(3) All backflow/back-siphonage prevention assemblies shall be installed <br /> in accordance with the City of Paris Standard Plumbing Code. <br /> <br /> "(4) All devices in Ciry rights-of-way or easements dedicated to the City <br /> shall be inspected by the City of Paris Water Utilities Department upon <br /> completion of said installation. All devices installed on private properry <br /> shall be inspected by the Building Inspection Department upon completion <br /> of said installation. <br /> <br /> "(5) Test valves shall be required on all devices. <br /> <br /> "(6) Identification, including the size, model number, and serial number, <br /> shall be placed on the actual unit, at least 1/4 inch in height and of durable <br /> marking material. <br /> <br /> "(7) A plumbing permit must be obtained for installation of all backflow <br /> prevention devices on private property or on irrigation systems. <br /> <br /> "(8) All approved backflow devices shall be non-removable and installed <br /> in such a manner that removal of a device would prohibit water flow. <br /> <br /> "(9) All backflow prevention devices shall be tested by a certified <br /> backflow prevention device tester upon installation. <br /> <br /> <br /> 6 <br />
