L. Every bathr+oom, toilet mom, kitchen, and other similar room, must have a window artia of not less <br />than 4 square feet. No window must be c+equimd in adequately ventilated bathrooms, toilet rooms <br />or kitchens equipped with a ventilation syatem which will completely c1anEe the air evaty 7 <br />minutes and which is kept in continuous operation when occupied. <br />M. Every window or other opening to outdoor space which is used or iMended to be usod for <br />venrilation, must likcwise be supplied with screens covering all of the window areas requirod for <br />ventilation. The maurial used for all such screens (doors dt windows) must be not less than 16 <br />mesh per inch and must be properly installed, maintaiaed and re{saired to prevent the entrsnce of <br />flies, mosquitocs or other insects. Half screens on windows may be allowod, provided, they are <br />propetty installed and at+e bug and insect tight. <br />N. All exterior doors to the outside or to e common public hall must be solid core and be equipped <br />with adequate securiry locks including at least one deadbolddoor. All windows aceessble from <br />ground level without the aid of inechanical devices must have a security device/lock. <br />10.2 Hazardous and Substandard Conditions <br />A. Hazardous conditions must include any condition that threatens the health and or safety of the <br />occupants. SUbstandard eonditions include any condition that ttmtens, defeats or will lead to the <br />lack of functional viability of a single feature of a home. These conditions must include but not be <br />limited to: <br />Broken, tnissing or cracked panes; <br />2. Rouen or deteriorated sills, fcames or Vim; <br />3. Dried, crackod or missing putty or gasket. Any missing seal or sealant resulting in loose <br />panes or air lesks; <br />4. Sealed or blocked windows including windows which have been painted shut, windows <br />which are not operationai or windows which will not function as a viable fire exit such as <br />windows with burglar bars which cannot be opened readily fmm the insido; <br />5. Windows that do not lock or locks that do not function with ease; <br />6. Any door that is broken, detcriorated, or otherwise damaged so that it does not provide a <br />sealed entry. Any doors which does not shut neatly in ordor to provide a seal with the <br />passago sei or lock set fitting neatly within the strilce plato; <br />7. Any exterior door which is not solid core, sealed or painted, and which does not have a <br />functioning lockabk dead-bolt; <br />8. Rotted, deteriorated, or broken thresholds, jambs, frames, trim or other functioning or <br />passive pieces to the door eystem wanant replacoment; <br />9. For new construction inoluding reconstruction, windows and/or doors that fail to meet the <br />rEquirements of the model energy code. <br />10. For new consmwtion including reconshuction, dools and thresholds that fail to meet the <br />requirements of no-sbep entry established in SB 623. <br />B.
