11.0 Weatherludon <br />11.1 Minimum Weatherization Standards <br />A. All holcs, open seams, or other incursions that result in air leaks will be properly sealed, <br />B. All windows should be propcrly sealed with elastic putty or gaskd matcrial provided to create a <br />right seal. <br />C. Ali exterior doors should fit "nickel tight" without the application of weather strippieg. Weather <br />stripping should thee be applied to create a tight seal when the door is closed. <br />D. All outlets, switches and fixtures that are instalied on exterior walls will be insulabed. <br />E. AIl exposed plumbing must be fiveze protected or insulated w a minimum R-value of 3.5. <br />F. All attic spaces must be insulated to a minimum of R-30. <br />G. Whenever possible, and in new construction wall insulation must be R-13. <br />H. For new construction including reconstruction, homes must meet the Model Energy Code. <br />MECheck 3.0 documentation should be provided <br />11.2 Hazardous and Substandard Conditions <br />A. Hazardous conditions must include any condition that ttuzatens thc health and or safety of the <br />occupants. Substandard conditions include any condition that threatens, defeats or will lead to <br />the lack of functional viability of a single feature of a home. These conditions must include but <br />not be limited W: <br />1. Air incursion from open holes or seams in exterior walis, windows or doors; <br />2. Open scams in window casements, doors casements or other installations that create air <br />leaks rosuldng in heat loss or gain; <br />3. Missing caulk or putty in windows; <br />4. Missing weather stripping or other seal at exterior doors; <br />5. Air leaks from un-insulated outleta, switches or fixtures exposai to exterior walls; <br />G• Exposed plumbing systems that present freeze hazards ot hest loss W hot water pipes; <br />Grossly inefficient heating, cooling or ventilation systems; <br />8. Inadequate insulation in ceiling; <br />9. For new conswction including roconsuuction, homas that fail to meet the Model Energy <br />Code. MECheck 3.0 documentation should be provided. <br />B.
