15.1 Minimutn Mechanical Systems Standatds
A. Each dwelling and/or dwelling unit must be supplied with its own beatiag system•
g. All heating facilities must be propecly installod, bo maintained in working condition aad be
capable of adequately heating all habitable rooms, bathroams, and toilet rooms contained therein,
or intended for use by the occupants thereof, to a temperaturo of at least 70 dagas F. (21 -degcees
C. ) at a distancc 3 feet above the floor when the outside tempetsture is at or below rninus 10
degt+ces F.
C. Ambient heat must be supplied from an.adequate heat source in an adjoining room or hallway;
D. Every supplied central heating system must comply with all of the following requirements:
E. The central heatiag ut►it must be safe and in good working condition.
F. Every heat duct, steam pipe, and hot water pipe muat be free of leaks and must function so that an
adequate smount of heat is detivered where intanded;
G. Every seal between anY of the sections of a hot air furnace must be air-tight so noxious gases and
fumes will not escape into the heat ducts; liner must be installed• The liner must meet or exceod
the requirements of the (ocal buildinp,lheating code and must be installed according W same•
Where there are no local buiiding/headng codos, equipmont and installation must be inspected and
approved by a person qualified in this area as designated by the city/county/state
H. Whencver an existing structure has as its sow+ce of central heat the old ocWpus rype conversion
fumace, the unit must be inspectod by a qualified furnace inspector to determine if the unit is still
safe, free from carbon-monoxidc leakage and capable of supplying heat as reQuired above.
I. Every supplied space hester must comply with all of the following requiroments:
1. No space heater burning solid, Liquid, or gaseous fuels must be of a poctable type;
K. Every space heater burning solid, liyuid, or gascous fuels must be properly vented to a ohimney or
duct leading to outdoor space and must be so installed as to provide proper draft (except when a
functioning ODS system and a CO testing device is installcd).
L Every fuel burning space heater mnst have a fire-resistant panel between it and the floor or floor
coveriag; whenever a space heater is locatad within 2 feet of a wall, said wall must be protectod
with insulation aufficient to prevent overheating of the wall.
M. Every space heater smoke pipe must be oi a~ ub~le flsmmabl~ material! with
approved type thimbles or guards, PropeT Y
whece the pipe goes thrnugh any wall, ceiling, or partition the pipe muat bc surrounded by a
protective collar or escutcheon.
N. Whenever feasible, un-vented free standin8 sPace heaters ghould bc removed and replaced with
vented types. In rare situations, whtn vented rype units are not feasble, un-vented ODS equipped
units may be installed if appmved by the City, County and State. In cases when ODS oquipped
heaw are used a Carbon Moaoxide testiag device will be permatietulY installed.
p. All Texas, "T" walves should be replaced with approved shut off vaives.
Page 19 of
TDHCA- Home Inveshnent Parhnerships Program
23 Revised O1/01/2004
qppendix A-03 - TMC Stendards ~ 254
