TECHNICAL SPECIFICATION NO. 35 <br />LEAD ABATEMENT <br />35.01 SCOPE <br />This specification covers the requirements for lead abatement projects where lead levels <br />exceed 1.0%. The Contractor must not only protect his workers in accordance with <br />OSHA regulation but also must insure the environment is protected in accordance with <br />EPA regulation. <br />35.02 LEAD LEVELS <br />The coatings on this project have been tested and contain lead levels above 10,000 ppm <br />or above 1.0%. A copy of the test results are provided in the Drawings Section. <br />35.03 REFERENCES/ DEFINITIONS <br />a. Texas Commission on Environmental Quality (TCEQ) guidelines including <br />TCEQ Rule 111.135 for removing coatings on elevated water storage tanks. <br />b. 29 CFR 1926.62, Lead. (OSHA) <br />c. Steel Structures Painting Council (SSPC) Lead Removal Guides: <br />- SSPC - Guide 6(CON) - Guide for containing debris generated during paint <br />removal operations <br />- SSPC - Guide 7(DIS) - Guide for disposal of lead-contaminated surface <br />preparation debris <br />d. Lead-containing paint on this project is any paint containing more than 10,000 <br />ppm or 1.0 % of lead as tested in a laboratory in accordance with ASTM D-3335. <br />e. Hazardous waste: Paint debris is classified as hazardous waste due to the <br />characteristic of toxicity, if after testing to Toxicity Characteristic Leaching <br />Procedure (TCLP), the leachate contains any of the elements in the <br />concentrations listed below: <br />Barium 100 mg/1 <br />Cadmium 1 mg/ 1 <br />Chromium 5 mg/ 1 <br />Ts35-1 - 462 <br />
