TEXAS DEPARTMENT UF $OUSING AND COMMUNITY AFFAIRS <br />HOME Investment Partnerships Program <br />E <br />TEXAS MINIIVIUM CONSTRUCTION STANDARDS <br />1.0 Overview <br />1.1 The pwpose of the Texas Minimum Construction Standards (TMC Standards) is to ensure that all Texans <br />who receive new or cehabilitated housing serv'rces thinugh programs funded by the Texas Departmerrt of <br />Housing and Communiry Affairs (TDHCA) live in housing that is safe, decent and affordable. Furthermoro, <br />the Texas Minimum ConsUuction Standards should ensure that the inveshtwnt of public and homoowner <br />funds is designed to increase the value of the pmperty, lengthen the term of affordability, and preserve <br />habitsbility, <br />1.2 All work carried out with the assistance of funds provided through the TDHCA must be carried out in <br />accordance with these standards, musi meet minimum specifications and unless otherwise defined must meet <br />or cxceed industry and trade staudards. <br />1,3 Definitions and Acronyms <br />A. HOME Progrann meam the HOME Investment Parbnerships Progtam as a program of the Texas <br />Department of Housing and Community Affairs. <br />B. TDHCA is an acronym for Texas Deparqnent of Housing and Comtnunity Affairs. <br />C. TMCSiandards is an acronym for Texas Minimum Constivction Standards. TMC Standards was <br />formerly known as the Texas Minimum New and Rehabilitation Construction Standards <br />1.4 Inspections <br />A. Inspecrions must be catried out using the appropriate TMC SG►ndards checkliata. All rooms, <br />service porches, exterior areas, out buildinge, crawl spaces and attie spaces must be inciuded in all <br />inspections. Inspectiona will include all issues ineluded on the checklist but, when not indieated, <br />any evidecrt de8ciency or hazard will be noted. Whtn rural property is inspected, ai( out buildings <br />used by the household for storage, garege, etc., will be included with all yard areas. Otherwise ap <br />buildings and yacd space included on an individual lot will be inspected. Once HOME funds are <br />invested, all inspected areas must meet TMC Standards. No txceprions or deletions wi11 be <br />permitted. <br />1.5 Work Write-Ups <br />A. Work write-ups should be writtett with enough detail to epecify, each item to be repaired, quantity <br />of materials to be used and exact location of each nepair. Each item should relate to a spociftc <br />inspection ittm and should have a spxific line item cost estimate, <br />1.6 Cost Estimates <br />A. Cost estimates should be detailed for each repair item.
