City Council Meeting <br />May 14, 2001 <br />Page 15 <br /> <br />Sec. 300gg-21, which exempts the City of Paris from the requirements of the <br />Health Insurance Portability and Accountability Act (HIPAA) and the Public <br />Health Services Act (PHS), was presented. A motion was made by Mayor Pro <br />Tem Manning, seconded by Councilman Gray, for approval of the resolution. <br />The motion carried 6 ayes, 0 nays. <br /> <br />Resolution No. 2001-071, reappointing Richard Manning, and appointing <br />Michael J. Pfiester and Joe E. McCarthy to serve as members of the Board of <br />Directors of the Ark-Tex Council of Government for terms of one (1) year, <br />beginning June 1, 2001, and ending May 31, 2002, or for as long as they are <br />members of the City Council, or until their successors are duly appointed, was <br />presented. A motion was made by Councilman Bell, seconded by Councilman <br />Plata, for approval of the resolution. The motion carried 6 ayes, 0 nays. <br /> <br />Resolution No. 2001-072, declaring an emergency in the purchase of a new air <br />conditioning system for the Police and Municipal Courts Buildings, suspending <br />the requirements of state law requiring formal notice and advertisement for bids; <br />ratifying and accepting informal bids; approving and authorizing the City <br />Manager to execute and the City Clerk to attest to a purchase contract or other <br />necessary documents incident to the purchase of an air conditioning system for <br />the Police and Municipal Court Building, was presented. A motion was made <br />by Mayor Pro Tem Manning, seconded by Councilman McCarthy, for approval <br />of the resolution. The motion carried 6 ayes, 0 nays. <br /> <br />City Attorney Schenk presented the following petition for rezoning: Ashley <br />Redhead, Lot 18, Block Q, East Park Addition and Lot 19, Block P, East Park <br />Addition from a One Family Dwelling District No. 3 to a Multiple Family No. <br />1 District. <br /> <br />Mayor Pfiester referred the petition to the Planning and Zoning Commission for <br />their study and recommendation at their meeting scheduled for June 4, 2001, <br />and before the City Council June 11,2001. <br /> <br />City Manager Malone reported that about one-half of the concrete street and all <br />of the utilities are in place for the Long Avenue Improvement Project.
