Comprehensive Plan, City of Paris, Texas <br />Municipal Services and Natural Features <br />If a new wastewater treatment plant is constructed as planned south of the City in the North <br />Sulphur watershed, the flow to the existing north plant will be considerably reduced. Therefore, <br />future expansions of the capacity of the existing north treatment plant will not be needed if a <br />south plant is constructed. <br />Possible sites for a future south wastewater treatment plant were studied in a 1990 Report. Four <br />possible sites were considered. Two of the prospective sites are south of the Woodard and <br />Chisum lift stations near Baker Branch Creek. The two other prospective sites are south of the <br />Southeast and Jefferson Heights lift stations near Big Sandy Creek. The 1990 Report concluded <br />that a site on Baker's Branch near Aud's Creek to be the most cost effective location. However, <br />it should be noted that one advantage of the locations near Big Sandy Creek is that it opens the <br />possibility of a regional plant serving the southern portion of the City of Reno, as well as future <br />Paris residential development. <br />The 1990 Report projected that the south treatment plant would be needed within ten years of the <br />report and that construction would occur during the year 2000. That schedule has not been <br />adhered to. The need for the south plant needs to be reviewed, and if the growth in wastewater <br />flows are close to the projections of the 1990 Report, progress should be made toward a decision <br />on the location of the south wastewater treatment plant. A decision is needed so preliminary <br />planning and land purchases can be explored. Several years need to be allowed to negotiate land <br />purchases and make arrangements for financing.
