1.4.4 Pla n oL Operation (Eligible) - The Engineer shall pre- <br />pare a preliminary plan of operation following the <br />guidelines of CG-220 (Rev. 11/1/80). <br />1.4.5 Industrial Pre-1'reatment (Eligible) - Utilizing Step 1 <br />previously prepared and approved items, (I) an <br />inventory of industrial and commercial wastes being <br />introcluced into the treatment works; (2) an evaluation <br />of legal authority, including the adequacy of enabling <br />legislation and the selection of inechanisms to be used <br />fo:~ control and enforcement; and ~4) a determination <br />of technical inFormation necessary to develop an indus- <br />trial waste ordinance or other means..of enforcing pre- <br />trea tment s tanciards , the Engineer sha 11 comple te <br />development of the Industrial Pre-Treatment Program in <br />accordance with Appendix A- 40 CFR 35.907 Vol. 43, <br />No. 123, dated 6-26-78, and particularly, Section S, <br />Pages 27767 and 2776$. <br />Engitieer shall develop items (3) Evaluate financial <br />prograzns and revenue sources to insure adequate fund- <br />ing to carry out the pre-treatment program; (5) Design <br />of a monitoring enforcement program; (6) Determination <br />of pollutaut rentovals in existing treatment works; <br />) Determinatioil ol the treatment work's tolerance <br />to pollutants which intcr£ere with its operation or <br />with sludge or clisposal; (8) Kecommend purchase of <br />monitoring ancl laboratory equipment for use by the <br />I'OTW basecl on utilizing thc, City's existing laboratory <br />at its Water Treatuient Plant, and (9) Design for <br />construction of facilities necessary to monitor in- <br />dustrizil wastes. <br />1.1.4.6 Sewer Users Charge (Elidible) - 2he Engineer shall <br />develop a user charge to replace the City's present <br />"step rate volwne discount" UCS. He shall prepare <br />and present to the gover.ning body For their approval, <br />a sewer users charge (sewer rates) consistent with <br />sewer usage and reflecting the antici.pated expenditures <br />to be incurred as a result of the construction of the <br />project herein. Ile shall develop surcharges for <br />excessive strens;th sewage loadings. He shall analyze <br />the City's niost recent fiscal year's sewerage operating, <br />maintenance, ancl debt schedules and allocate applicable <br />cost to fixed month or volume usage. Ile shall analyze <br />two types of- res icletltial/commercial USC: (a) usage <br />with a rnLiximum monthly residential charge, .and (b) <br />annual usage charge, with no residential maximum, based <br />on winter t-ime usaf,e and paid monthly. He shall <br />analyzc oue type iiidustrial use. Iie shall analyze all <br />custumE- r water/sewer usage and types for tne last <br />12-months in not more than 20 usage ranges to establish <br />the basi_s for the USC. Ile shall hold conferences with <br />the City staCf, electcd o£ficials, civic groups, and <br />industrial users to assiire their participation in the <br />development of tlie USC, Ile shall hold one public <br />-5- <br />
