He advised that it will be the property owner's responsibility to <br />have a licensed plumber take the line from the city's line to the property <br />owner's house. Mr. Napier said the city will work with the property owners <br />any way they can to try to make it a shorter sewer run in order to be more cost <br />effective. Mr. Napier said the lift station on 42nd N.E. will be eliminated in <br />order to save everyone some money. He said the city will need three <br />additional easements in the Golden Acres Addition. <br />Mr. Napier explained the assessment program to all present, saying that the <br />portion of the project that includes the collection system being built will be <br />constructed on an assessment basis and the cost of he interceptor portion of the <br />project will not be assessed. He explained that the tributary area method will <br />be used to assign cost for the collection system, treating the drainage area like <br />a rainfall drainage area, but removing the portion that is already being served <br />by city sewer, approximately 170 acres. All ofthe property to be assessed will <br />be assessed on a percentage basis. He stated that the drainage area included <br />approximately 170 acres, but that only 46 acres would be assessed under this <br />program. Mr. Napier advised that state law allows the city to assess 90% of <br />the cost to everyone in the area, but the way he has broken it out with the <br />tributary method the city is only going to assess 26.8% of the cost instead of the <br />90% that state law allows. Mr. Napier said another method that is sometimes <br />used is the front footage method. What that consists of is taking the length of <br />the property along a dedicated street and coming up with a cost per foot of <br />sewer line, but in this case, it was deemed unfair. <br />City Attorney Schenk advised that as a result of adding additional property they <br />will send out a second notice and have an additional public hearing. City <br />Attorney Schenk also explained the assessment process. <br />Johnny Exum, 4555 Pine Mill Road, came forward stating that if he has read <br />the letter that the city mailed out correctly, there are 7,9761inear feet of eight <br />inch pipe at a cost of $551,000.00. <br />
