Minutes of the Regular City Council Meeting <br />October 4, 2001 <br />Page 9 <br />City Engineer Napier advised that the $551,000.00 cost mentioned is for the <br />interceptor and collector line. City Attorney Schenk said that this amount <br />would also include the engineering cost. He pointed out that there are a <br />number of costs that are not being assessed because they have been <br />disqualified. He said the total cost at this point that is eligible for assessment <br />under this last number that Mr. Napier has at this time is $115,000.00. Mr. <br />Schenk advised that this would be the only cost that will be assessed, and the <br />city will pay the balance of the cost. <br />Ken Brown, 530 Meadowlark Drive, came forward asking what the time frame <br />the city was considering for completion of the project. <br />Mayor Pfiester advised that the time for the project to begin is scheduled for <br />Apri12002. He said the requirement of easements has caused the delay in the <br />project. City Manager Malone further advised that this project has been <br />changed from what was originally planned. The proposed lines have been <br />relocated in the new plan and the plan has also been changed to eliminate a lift <br />station. These changes had also been a factor in slowing down the project. <br />Craig Skidmore, 4310 Pine Mill Road, was present expressing his concern for <br />his mother as she has 3.95 acres with one hook-up. She is elderly and cannot <br />afford the cost of this project. <br />Charlene Ellis, Mockingbird Lane, appeared before the City Council discussing <br />the sewer project in her area. <br />Royce Brunson, 40 Meadowlark, came forward and discussed the fact that the <br />city first said it was too wet, then it was too dry to get this project going. He <br />expressed concern about the delay in the project and the effect the delay would <br />have on project costs. <br />City Attorney Schenk said the right-of-way is the first issue. The city still has <br />to acquire these easements and if we make offers to people based on our <br />
