MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />SEPTEMBER 13, 2000 <br />The City Council of the City of Paris, Paris, Texas, met in special session, <br />Wednesday, September 13, 2000, 6:00 P. M., Red River Valley Fairgrounds, <br />1750 6th N. E., Building B, Paris, Texas. Mayor Michael J. Pfiester called the <br />meeting to order with the following Council Members present: Joe E. <br />McCarthy, Benny Plata, Richard Manning, John F. Bell, and John A. Carter, <br />Jr. Also present were City Manager Michael E. Malone, City Attorney Larry <br />W. Schenk, and City Clerk Mattie Cunningham. <br />Mayor Pfiester announced the purpose of the special meeting was to conduct <br />a public hearing on the City Manager's proposed Budget for the fiscal year <br />2000-2001 for the City of Paris, and Mayor Pfiester declared the public hearing <br />open and called for those wishing to speak to come forward. <br />Victor Ables, 2720 Meadow Lane, Chairman of the Paris Airport Advisory <br />Board, appeared before the City Council, stating that he would like to speak <br />about the proposed budget for the Airport. Mr. Ables advised that sometime <br />back the Airport Advisory Board made a recommendation, based on <br />information that they had collected, about building T-hangars for airplanes and <br />pilots at the Paris Airport. Mr. Ables said there are enough people who would <br />like to rent hangars and they are not available, and there are enough people <br />wanting to rent hangars at this time to pay for the building of these hangars. <br />Mr. Ables pointed out that there are very few opportunities in state and local <br />government that can be done that have a payback along with a future income. <br />Mr. Ables said it is his understanding that it has been removed from the <br />budget. <br />Mayor Pfiester advised Mr. Ables that it has been removed, but that the city has <br />issued certificate of obligations to borrow for various projects, and felt that the <br />City Council is going to approach building the T-hangar with a portion of those <br />funds. <br />Charles H. Neeley, 2650 Clark Lane, appeared before the City Council <br />congratulating the City Council on the good job they are doing. Mr. Neeley <br />
