MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
SEPTEMBER 13, 2000
The City Council of the City of Paris, Paris, Texas, met in special session,
Wednesday, September 13, 2000, 6:00 P. M., Red River Valley Fairgrounds,
1750 6th N. E., Building B, Paris, Texas. Mayor Michael J. Pfiester called the
meeting to order with the following Council Members present: Joe E.
McCarthy, Benny Plata, Richard Manning, John F. Bell, and John A. Carter,
Jr. Also present were City Manager Michael E. Malone, City Attorney Larry
W. Schenk, and City Clerk Mattie Cunningham.
Mayor Pfiester announced the purpose of the special meeting was to conduct
a public hearing on the City Manager's proposed Budget for the fiscal year
2000-2001 for the City of Paris, and Mayor Pfiester declared the public hearing
open and called for those wishing to speak to come forward.
Victor Ables, 2720 Meadow Lane, Chairman of the Paris Airport Advisory
Board, appeared before the City Council, stating that he would like to speak
about the proposed budget for the Airport. Mr. Ables advised that sometime
back the Airport Advisory Board made a recommendation, based on
information that they had collected, about building T-hangars for airplanes and
pilots at the Paris Airport. Mr. Ables said there are enough people who would
like to rent hangars and they are not available, and there are enough people
wanting to rent hangars at this time to pay for the building of these hangars.
Mr. Ables pointed out that there are very few opportunities in state and local
government that can be done that have a payback along with a future income.
Mr. Ables said it is his understanding that it has been removed from the
budget.
Mayor Pfiester advised Mr. Ables that it has been removed, but that the city has
issued certificate of obligations to borrow for various projects, and felt that the
City Council is going to approach building the T-hangar with a portion of those
funds.
Charles H. Neeley, 2650 Clark Lane, appeared before the City Council
congratulating the City Council on the good job they are doing. Mr. Neeley
