City Council Minutes <br />September 13, 2000 <br />Page 2 <br />said as he has been appointed to the Paris Band Commission, he asked the City <br />Council not to cut the funds for the Municipal Band. <br />Bill Clayton, representing the Northeast Texas Council on Alcohol and Drug <br />Abuse, appeared before the City Council thanking them for including funding <br />for the Northeast Texas Council on Alcohol and Drug Abuse. Mr. Clayton said <br />it is extremely important for us to have financial support from entities such as <br />the City of Paris as most of their funding requires a 5% match, and this mean <br />they get many times what the city contributed to be able to get money from the <br />state to deal with these problems. Mr. Clayton told the Council that it is <br />extremely critical that they have support from entities such as the City of Paris <br />so that they can do the match and keep they money from state here to be able <br />to deal with these problems. Mr. Clayton again thanked the City Council again <br />for their support and asked that the City Council reconsider helping them with <br />funding in future years. <br />Jackie Alsobrook, 4145 Misty Lane, appeared before the City Council stating <br />that she serves as the Chair of the Northeast Texas Council on Alcohol and <br />Drug Abuse Board, and she wanted to say thank you to the City Council for <br />their support. Ms. Alsobrook told the Council how critical that money is and <br />explained to the City Council how the money is used. <br />No one else appeared, and the public hearing was declared closed. <br />Mayor Pfiester declared the public hearing open on the proposed amendments <br />to the City Manager's proposed Budget for fiscal year 2000-2001 for the City <br />of Paris, and asked if there was anyone present who wished to speak. <br />City Manager Malone said a notice had been published in compliance with the <br />Charter of the City of Paris and Vernon's Texas Code of Annotated, Local <br />Government Section 102.006 (b), and it gave notice that a Public Hearing on <br />proposed the City Manager's Proposed Budget for the City of Paris for the <br />fiscal year beginning October 1, 2000, and ending September 31, 2001, would <br />
