City Council Meeting <br />September 7, 2000 <br />Page 3 <br />No one else appeared, and the public hearing was declared closed. <br />Mayor Pfiester called for consideration of and action on an ordinance for a <br />change in zoning from a One-Family Dwelling District No. 3(SF-3) to a One- <br />Family Dwelling District No. 3(SF-3) With Specific Use Permit (39) Mobile <br />Homes on part of Lots 2 and 4, Block N, Dohoney-Fuller Addition <br />A motion was made by Councilman Plata for adoption of the ordinance. The <br />motion died for lack of a second. <br />A motion was made by Mayor Pro Tem Manning, seconded by Councilman <br />McCarthy, to deny approval of the ordinance. The motion carried <br />4 ayes, 1 nay, Councilman Plata voting no. <br />Mayor Pfiester declared the public hearing open to consider the petition of Dr. <br />Thomas Charbeneau for a change in zoning from a Planned Development <br />District-Housing Development (PD-b) to a Planned Development District - <br />Office Center(PD-f) on Lot 10, City Block 311, being number 3420 Clarksville <br />Street. <br />Mayor Pfiester called for proponents to appear, and Dr. Thomas Charbeneau, <br />3065 Pride Circle, came forward telling the City Council that he wanted to <br />move his office to this location which would add to the beautification of the <br />area and possibly have office space for another professional. He asked that the <br />City Council ratify the recommendation of the Planning and Zoning <br />Commission. <br />Mr. Doyle Whitaker, 3000 Margaret, was present speaking in favor of the <br />zoning change and said it would not conflict with the area. <br />Mayor Pfiester called for opponents to appear, none appeared, and the public <br />hearing was declared closed. <br />
