City Council Meeting <br />September 7, 2000 <br />Page 10 <br />On a question by Councilman Carter regarding the Specific Use, City Attorney <br />Schenk explained that is a Specific Use and any other use would have to be <br />reviewed by the City Council unless it is a use permitted as a matter of right in <br />the zoned area. <br />Ella Sugg, 625 32nd N. E., came forward stating that she is definitely against <br />a daycare or nursery at 525 32nd N. E. Street. Ms. Sugg said public safety is a <br />serious concern and it can not be overlooked. Ms. Sugg also pointed out that <br />the additional traffic would create a safety hazard. <br />Tony Ballard, 710 32nd Street N. E., appeared before the City Council stating <br />that he was not in favor of the zoning change to establish a daycare facility in <br />his neighborhood, and discussed the traffic and safety factor. <br />Desiree Ballard, 710 32nd Street N. E., also appeared in opposition to the <br />zoning change. Ms. Ballard said they had just purchased the house at 710 32na <br />N. E., which is a nice residential area and they plan to live there for a long time. <br />Ms. Ballard said she was very much against this zoning change that will allow <br />a daycare facility into the neighborhood. Ms. Ballard said she could see many <br />problems and one is traffic as there is not much driveway space and parents and <br />employees would have to park on the street when dropping off children <br />,causing congestion in the area. Ms. Ballard said she has experienced traffic <br />jams when taking her children to a daycare center and to schooL Ms. Ballard <br />said her feelings are that the streets cannot handle the traffic, and by having to <br />use other residents driveways, that is saying that their driveway and house are <br />not large enough deal with the facility that they are asking for. <br />Sherman Newberry, Route 2, Box 92, came forward stating that Councilman <br />Carter addressed something when he asked if there were any specific rules or <br />regulations opposing a group daycare, not a daycare facility. He asked if she <br />has to have a specific use permit to do that, or does she have to have a specific <br />use permit for a business. <br />
