City Council Meeting <br />September 7, 2000 <br />Page 11 <br />City Attorney Schenk responded by saying that she has to have a specific use <br />permit for this particular use, for the facility that is in question. <br />Sandra Vanderburg, 620 N. E. 32nd Street, spoke against the zoning of their <br />neighborhood. Ms. Vanderburg told the City Council that she has lived at this <br />location for 21 years and she has raised all of her children there, and she <br />respectfully requested that the City Council vote to keep this neighborhood as <br />it is. <br />Virginia Crawford, 630 N. E. 32nd Street, was present stating that she find it <br />interesting that all of these people are coming in as far as Blossom speaking in <br />favor of this zoning change. Ms. Crawford said this is not about character, <br />friendship or church, it is about protecting what they have invested in their <br />homes on 32nd Street. Ms. Crawford said they have worked hard to buy their <br />homes and they did not want to see it turned into a place that is commercial <br />instead of residential. She said if the City Council could spot zone this for a <br />daycare, it is opening the door for others to come into the neighborhood. <br />Mrs. R. L. Clark, 435 N. E. 33rd Street, appeared before the City Council stating <br />that she is for Ms. Fleming having her group day home in her house. <br />Lois Dickey, 1070 S. E. 34th Street, came forward stating that she has had a <br />registered family home in the past, and that you do have to go through the <br />Texas Department of Protective Services in order to receive a license. Ms. <br />Dickey said in a registered family home, you can have six children, and in a <br />group family home you cannot have more than 12 children. Ms. Dickey <br />pointed out that the state comes out and measures the yard and house and they <br />tell you if it is large enough, and Ms. Fleming has passed that. <br />No one else appeared, and Mayor Pfiester closed the public hearing. <br />Mayor Pfiester called for consideration of and action on the petition of Nell <br />Fleming for a change in zoning from a One-Family Dwelling District No. 2(SF- <br />
