Special City Council Meetrng <br />August 14, 2001 <br />Page 2 <br />Redistricting Advisory Committee for the duration of the 2001 redistricting efforts <br />by the City of Paris, was presented by City Attorney Schenk. <br />A motion was made by Mayor Pro Tem Manning, seconded by Councilman Carter, <br />to table action on the resolution. The motion carried 7 ayes, 0 nays. <br />A motion was made by Councilman McCarthy to approve the appointment of the <br />current members. The motion was seconded by Councilman Carter, and carried 7 <br />ayes, 0 nays. <br />Mayor Pfiester announced that the next item on the agenda was a work session with <br />the consultant regarding redistricting plans. <br />Bob Bass with the firm of Allison and Bass Associates, discussed the work done <br />in the previous meeting working from the current plan and that the demographics <br />that we are dealing with are challenging. He said it would be difficult to meet the <br />legal requirements that are imposed under constitutional and voting rights law. Mr. <br />Bass said he would like to look at that plan created in the last meeting tonight as <br />there was a change made in it that threw it out of the constitutional balance. Mr. <br />Bass said he has gone in and reconstructed the map to bring it back into line. <br />Mr. Bass said it was his understanding that, due to term limits in the City Charter, <br />that some of the existing members are not going to be eligible to run for office <br />again. He said for those present incumbents who will not be returning due to <br />Charter provision, it is not really necessary to keep them in their districts, but if a <br />council member is moved out of their district by change of boundary, they will <br />continue to serve out their term. <br />Mr. Bass advised that the current map that he was showing the Committee is the <br />plan that they left off with at the last meeting and the ideal population of a district <br />is roughly 3,700 people.
