Special City Council Meetrng <br />August 14, 2001 <br />Page 3 <br />exception of District One. He said that District One is under populated at this <br />point, District Three is a little over populated, but it is within the limits. Mr. Bass <br />said that District One is one of the minority districts and it has basically the same <br />boundaries as it has under the existing plan. Population has been added in <br />several areas trying to bring more minority content into that district, but it is still <br />slightly under populated. By under populating that district, there is an advantage <br />to the minority constituents because the minority content that it has is enhanced by <br />being under populated. <br />Mr. Bass advised that District Two also has similar boundaries as it presently has, <br />and District Two is also a target district in that he would like to see this district <br />stay very near where they presently are even though they are not constitutional in <br />terms of numerical balance. He said they still try to meet the benchmark of those <br />boundaries established, and that is basically a 58% minority black content in <br />District One, and 47% in District Two. Mr. Bass said there is 43.47% Anglo <br />population in District Two and about 35.8% Anglo population in District One, so <br />the combined minority in District One is about 65% and approximately 57% in <br />District Two. He said he would like to see those percentages stay as is. Mr. Bass <br />said under the plan he has been working on with the help of the Committee they <br />had searched for additional minority population all around the edges and they came <br />out with a percentage of about 40.2% in District One and about 45.96% in District <br />Two, which means the black population has fallen in both districts. Mr. Bass <br />advised that according to the present map the black population in District One is <br />52.09% and in District Two it is 44.59%. Mr. Bass said the city's deviation is <br />under 8.9%. Mr. Bass pointed out both District One and Two are under populated <br />due to a decline of black population in District One of approximately 6 points and <br />about 2 ~/z points in District Two. He said those numbers come from the fact that <br />we are having to add population to both districts due to the fact that they are under <br />populated. Mr. Bass told the Committee that he can not see a whole lot of <br />improvement on them unless he takes a little bit of Anglo population out of District <br />Two to bring it up. <br />
