City Council Meeting <br />August 16, 2000 <br />Page 10 <br />responsible for the increase, two of which were insurance and bonds. Mr. <br />Haynes said they were asking for an increase to pay utilities. Mr. Haynes <br />advised that in the capital outlay item under buildings, they will see that there <br />is a large request for $175,000.00 and that is for another row of T-hangars that <br />would house seven more airplanes. Mr. Haynes said they currently have a <br />waiting list of 14 people who wish to place their airplanes in the city's hangars. <br />Mr. Haynes said the estimated income from that would be around $10,000.00. <br />City Manager Malone advised the City Council that the Health Department is <br />included in the City of Paris annual budget, but it is not really a department of <br />the city, but is a separate entity operated by a self-governing board that is <br />appointed jointly by the Lamar County Commissioner's Court and the City of <br />Paris. He pointed out that the inclusion of the health unit distorted the city <br />budget by increasing it substantially and that it made it appear that we have <br />more employees working for the city than we actually have. City Manager <br />Malone said there is a shortfall in the funding from the state and other sources <br />of revenue and that the City and the County participate financially on a 50150 <br />basis. He noted that Anthony Bethel is the Administrator at the Health <br />Department which is directed by an appointed self-governing board. <br />Anthony Bethel, Administrator of the Health Department, came forward telling <br />the City Council that most of their money comes from the state and the shortfall <br />is made up equally between the City of Paris and Lamar County. Mr. Bethel <br />explained that the large expenses they have in the coming year will probably <br />be in the form of maintenance on the building. He said the building was built <br />in 1943, and the capital outlay money they have in the budget will be used for <br />that. Another large item he mentioned is the replacement of their copy <br />machine as it is a 1983 modeL Mr. Bethel asked the City Council to look on <br />the back page of his proposed budget and noted that he has projected the <br />amount of state funds that they will receive from grants for the coming year as <br />well as the projected fees they are going receive in the coming year. He noted <br />the amount expected to be required from the city and county. Mr. Bethel said <br />that since he prepared this budget, he has applied for an immunization grant of <br />
