Mr. Bethel said this will reduce city and county contributions. Mr. Bethel
advised that he has also applied for a TIFF Grant of up to $60,000.00 for the
purchase of a new computer system for the Health Department.
Mattie Cunningham, City Clerk, presented her budget for the upcoming year.
Ms. Cunningham pointed out from the expenditure summary that office
supplies had been increased by $500.00, and that communications had also
been increased by $500.00. For the balance of the other accounts, there were
very little changes in those. Ms. Cunningham said that upon the
recommendation of the Technology Committee, $47,613.00 for a LaserFiche
Imaging System was included. Ms. Cunningham stated that this system is a
state-of-the-art imaging solution to help maintain and organize records. She
explained that this system will benefit the City of Paris as a whole by bringing
all the record keeping together into one system. Another feature of the
LaserFiche Imaging System will allow the city to publish directly to the City's
web page. She said it will save storage space as well as time and labor for data
entry, as we do a large amount of data entry for the minutes. Ms. Cunningham
said that after visiting with the cities of Desoto, Greenville, Coppell, and
Texarkana, who already have the LaserFiche Imaging System, she found that
all the cities had nothing but good things to say about this system. Ms.
Cunningham said she had also placed $2,500.00 in the budget for the purchase
of a personal computer for use in issuing birth certificates from anywhere in the
State of Texas.
Herb Campbell, Director of Utilities, was the next department head to present
his budget. Mr. Campbell gave the City Council a handout and said the first
page outlines the responsibility of the Utilities Department. Mr. Campbell said
the second page outlines the employees and on the right hand side on the
comments he has listed a lot of upgrades and additional people. He stated that
he wanted to see how his recommendations compared to the information that
would be generated by the salary and wage study. Mr. Campbell said these are
grades and levels and the number of people that he feels will take to operate the
Utilities Department. He said the next page is the training that they have had,
