MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL <br />FEBRUARY 19, 2001 <br />The City Council of the City of Paris met in special session Monday, February 19, <br />2001, 6:00 P.M., Paris Junior College, Applied Technology Building, Room 1016, <br />Paris, Texas. Mayor Pfiester called the meeting to order with the following <br />Council Members present: John A. Carter, Jr, Richard Manning, Joe McCarthy, <br />John F. Bell and Kevin Gray. Also, present were City Manager Michael E. <br />Malone, City Attorney Larry W. Schenk, and City Clerk Mattie Cunningham. <br />Mayor Pfiester called for a motion to move the meeting to the Love Civic Center, <br />located at 2025 S. Collegiate Drive, Paris, Texas. A motion was made by <br />Councilman Gray, seconded by Mayor Pro Tem Manning, to recess the meeting <br />and move the meeting to the Love Civic Center. The motion carried 5 ayes, 0 <br />nays. <br />Mayor Pfiester reconvened the Special City Council meeting at 6:16 P. M. at the <br />Love Civic Center. <br />Invocation was given by W. E. Anderson, Director of Finance for the City of Paris. <br />Mayor Pfiester called for the receipt of a petition in support of a new Sports <br />Complex. <br />Mark McNeil, Route 1, Box 304, Sumner, Texas, came forward presenting the <br />City Council with a petition containing 547 signatures in support of a Sports <br />Complex for the City of Paris. <br />Mayor Pfiester declared the public hearing open regarding a new Sports <br />Complex for the City of Paris, and called for those who wished to speak to come <br />forward. <br />Mark McNeil, Route 1, Box 304, Sumner, Texas, was present telling the City <br />Council that the sports enthusiasts in the area, which included 7,300 youth and <br />adults, got together in March of 2000 to discuss the problems and solutions for <br />events and facilities. He said one of the problems that was discovered is that <br />every sport in this city is played in a different area, which causes a hardship for <br />parents with several children to get them from one place to another. Mr. McNeil <br />said the existing sports facilities are over crowded and some are unsafe for the <br />children. Mr. McNeil said there are not enough facilities for tournaments; <br />therefore, people have to go out of town to play in tournaments. He said that <br />one tournament would bring between 450 and 600 people to the Paris area with <br />an estimated revenue of $35,000.00, which would help retail sales. Mr. McNeil <br />said that parking is unsafe at most of the facilities. <br />Gary Vest, President of the Chamber of Commerce, 1651 Clarksville Street, <br />
